ABSTRACT
This item requests City Council approval to accept the Fiscal Year 2025 Emergency Management Performance Grant (EMPG) award of $11,137 and amend the Fiscal Year (FY) 2026/27 Operating Budget to establish revenue and expenditure appropriation for the grant funds and carry over any unused funds to FY 2027/28. The grant supports emergency preparedness training and materials for Murrieta Fire & Rescue. The action also authorizes the City Manager or his designee to complete all required grant documents.

Adopt Resolution No. 26-4965, entitled: A Resolution of the City Council of the City of Murrieta, California, Accepting the FY25 Emergency Management Performance Grant Program Award;
Amend the FY 2026/27 Operating Budget to allocate and appropriate the grant funds for $11,137 and carry over any unused grant budget to FY 2027/28; and
Authorize the City Manager, or designee, to sign and submit all necessary grant-related documents and take any actions required to accept and implement the grant.

PRIOR ACTION/VOTE
On June 3, 2025, the City Council of the City of Murrieta adopted Resolution No. 25-4837 approving the Operating Budget for FY 2025/26 and FY 2026/27 (Vote: 5-0).
STRATEGIC ALIGNMENT

DISCUSSION
Murrieta Fire & Rescue (MFR) submitted a sub-grantee application for the FY25 EMPG to continue working with the California Office of Emergency Services (Cal OES). The EMPG program, funded through federal Homeland Security allocations, supports emergency preparedness and training at the state and local levels. The County of Riverside Office of Emergency Services received its annual EMPG award allocation from Cal OES and is authorized to distribute funds to approved sub-grantees. On June 24, 2026, MFR received a grant award notification for $11,137.
The EMPG performance period runs from July 1, 2025, through January 31, 2027. Grant funds will support disaster preparedness supplies, equipment, personnel, consultant costs, and community education. The grant requires a dollar-for-dollar match, which is available in the Fire Department’s Operating Budget.
FISCAL IMPACT
A budget amendment is required to establish the revenue and expenditure budgets associated with this grant. Staff recommends that the City Council amend the FY 2026/27 Operating Budget to establish a revenue budget of $11,137 in the Homeland Security Grant Fund 377, under Intergovernmental Revenues-Federal (Account 42222), and establish an expenditure appropriation of $11,137 in Object Code 53900 for personnel costs and carry over any unused funds to FY 2027/28.
