Approve Reimbursement Agreements with Eastern Municipal Water District (EMWD), Western Municipal Water District (WMWD), Rancho California Water District (RCWD), and Elsinore Valley Municipal Water District (EVMWD);
Amend the Fiscal Year 2024/25 Capital Improvement Plan (CIP) Budget to include a revenue and expenditure appropriation of $104,764 into CIP No. 13048; and
Authorize the Mayor to execute the four individual Reimbursement Agreements with each respective water district.

PRIOR ACTION/VOTE
On June 4, 2024, the City Council approved Resolution No. 24-4745, approving the Capital Improvement Plan Budget for Fiscal Year 2024/25, and the Fiscal Year 2024/25 to 2028/29 Capital Improvement Plan, which included the 2023 Citywide Slurry Seal Project, CIP No. 13048 (Vote 5-0).
On November 19, 2024, the City Council awarded the construction contract for the 2023 Citywide Slurry Seal Project, CIP No. 13048, to Roy Allan Slurry Seal, Inc. (Vote 5-0).

BACKGROUND
The 2023 Citywide Slurry Seal Project, CIP No. 13048, consists of slurry sealing approximately 25 percent of all local and residential streets within the City of Murrieta. The application of slurry seal slightly increases the height of the existing road surface. As a result, each of the four water district’s manholes may need to be adjusted to be level with the new roadway surface.
Staff has negotiated Reimbursement Agreements with each of the four water districts that provide service in the City to allow the City’s contractor to adjust the water districts’ facilities during construction, if needed, and allow for reimbursement to the City for those expenses. The Reimbursement Agreements allow for the water districts to reimburse up to $104,764, in facility adjustment expenses. A breakdown of reimbursement from each of the respective water districts is shown below:

Staff recommends establishing a revenue budget for water district reimbursement funds, accepting funds in the total amount of $104,764, and amending the CIP Budget to include appropriation of these funds into CIP No. 13048. At the conclusion of the 2023 Citywide Slurry Seal Project, pursuant to the agreements, the City will invoice each of the water districts for reimbursement of the funds.
FISCAL IMPACT
Staff recommends amending the Fiscal Year 2024/25 Capital Improvement Plan budget by establishing a revenue and expenditure appropriation of $104,764 into the Citywide Slurry Seal Project CIP No. 13048 as follows: Revenue GL 3190060-42224 JL 13048319-42224 and Expenditure GL 3197500-70000 JL 13048319-500.
