PRIOR ACTION/VOTE

On November 15, 2022, the City Council approved a Seventh Amendment to the Central Square Software System Agreement, which included the addition of Carbyne software, for a total of $56,335 (Vote: 4-0-1).

BACKGROUND

In May 2022, the Murrieta Police Department launched a 90-day test of the Carbyne C-Live Universe (Universe Platform). This technology enabled the Murrieta Police Department to be the first in Riverside County to have live video for 9-1-1 callers reporting an active crime. Along with the live video, Carbyne’s technology also provides improved cell phone location for 9-1-1 calls and silent messaging when the caller cannot speak. The benefits of this technology were quickly realized; it enhanced the safety of the community and aided patrol personnel by providing them with live video footage of crimes as they were occurring, thus enabling them to make better tactical decisions. In November 2022, the existing contract with Central Square was amended to add the Carbyne software license, since integration into Central Square CAD was a key component. The initial start-up costs ($56,335) were added to the Central Square contract, approved by the City Council on November 15, 2022.

 

In October 2023, the Police Department received a renewal notice directly from Carbyne for the Universe Platform for five (5) concurrent licenses. The renewal offered a 15% discount if Murrieta entered a five-year contract. While considering the terms of the agreement, the Police Department learned that Carbyne and Central Square CAD were no longer working exclusively together. This change required Carbyne to become a separate vendor to be paid directly for their product. To prevent an interruption in service, under the City’s purchasing guidelines and the signing authority of the Police Chief, a new five-year contract with Carbyne was signed on December 7, 2023. Billing is completed annually at a cost of $33,150 per year.

 

Since the total value of this contract exceeds the City Manager’s signature authority, it is being presented to the City Council for approval.

 

FISCAL IMPACT

Appropriations amounting to $33,150 in the Fiscal Year 2024/25 Operating Budget accounts 7268340-62160 and 1103130-62160 were approved in the biennial budget presented to the City Council on June 6, 2023. For years three through five of the contract, the Murrieta Police Department will request appropriations during the future biennial budget process.
