Accept a Patrick Leahy Bulletproof Vest Partnership Grant Award from the U.S. Department of Justice Office of Justice Programs in the amount of $1,095.64; and
Amend the Fiscal Year 2023/24 Operating Budget to allocate and appropriate the grant funds.

PRIOR ACTION/VOTE
On June 6, 2023, the City Council approved Resolution No. 23-4671, adopting the City's Operating Budget for Fiscal Years 2023/24 and 2024/25 (Vote: 4-0-1).

BACKGROUND
The U.S. Department of Justice (DOJ) sets forth an annual grant program designed to assist police departments in the procurement of state-of-the-art bulletproof vests to be worn by police officers. The program was authorized in 1999 to provide critical resources for state and local governments and their employees. The Office of Justice Programs, Bureau of Justice Assistance administers the program. The program contributes 50% of the cost of bulletproof vests for peace officers employed by eligible applicant agencies. The funding and eligibility criteria vary from year to year.
The DOJ, Office of Justice Programs, and Bureau of Justice Assistance have awarded the Murrieta Police Department a bulletproof vest program grant for $1,095.64. The grant will reimburse the City of Murrieta 50% of the cost for each ballistic vest purchased between April 1, 2023, and March 31, 2024, up to the total amount awarded to the City of Murrieta.
FISCAL IMPACT
A match or cost share of 50% is required for participation in the DOJ Patrick Leahy Bulletproof Vest Partnership Grant. Funding for the local match is available in the Police Department operations budget. This grant is reimbursable, requiring the City to expend funds before requesting reimbursement. The recommended action associated with receiving this grant is to increase the revenue budget in the amount of $1,095.64 in the Grant Fund intergovernmental revenue account 36100300-42222 50149361-42222 and increase the appropriation in the amount of $1,095.64 in 3610030-60880 50149361-60880 under general ledger key 3610030.
