Approve the agreements with High Density Inc. and Busy Bee Electrical for the remodeling of the locker rooms at the Murrieta Police Department; and
Authorize the City Manager to approve purchase orders and all related documents up to an additional 15% contingency above each contract’s not-to-exceed Contract Sum, if needed.

PRIOR ACTION/VOTE
On June 4, 2024, the City Council adopted Joint Resolution No. 24-4745, approving the Fiscal Year 2024/25 Capital Improvement Plan (CIP) budget and approving the Fiscal Years 2024/25 to 2028/29 Capital Improvement Plan (Vote: 5-0).

BACKGROUND
The Murrieta Police Station was built in 2002 and featured a men’s locker room comprised of 80 24” wide by 24” deep by 72” high metal lockers and a women’s locker room that contained 15 lockers with the same dimensions. In 2019, with the significant expansion of the department’s workforce from 35 officers and 20 professional staff members to 93 officers and 44 support staff personnel, a locker room renovation was authorized and completed, which increased the number of lockers to 96 in the men’s locker room and 23 in the women’s locker room.
Currently, the Murrieta Police Department has an authorized staffing level of 114 sworn officers. Considering the organization’s future hiring forecast based on anticipated population growth of the City and the steady increase of police dispatchers and professional staff members, the Department’s workforce is anticipated to surpass 180 employees. This growth level necessitates installing additional lockers and requires a comprehensive plan to fit new lockers into the existing locker room footprint.
To address this challenge, the police department has formulated a plan to increase the number of lockers by 33%, with the proposed installation of 18” wide x 18” deep x 72” high lockers. The installation will result in a net increase of 29 additional lockers in the men’s locker room and 11 in the women’s locker room.
To execute the remodeling project, the Police Department has identified the construction company High Density Inc., (HDI) and received a quote for $139,575.06 (Attachment 1).
The City’s purchasing policy allows for procuring goods and services through cooperative purchasing agreements per Murrieta Municipal Code Section 3.08.295, which states the City “may buy directly from a vendor at a price established by another public agency when the other public agency has made its purchase in a competitive manner.” Per that provision, staff is proposing to contract with HDI through the California Multiple Award Schedule (CMAS) agreement # 4-23-08-1049 (valid through August 21, 2027) (Attachment 3), and HDI will match the pricing. The total not-to-exceed contract amount is $139,575.06.
This project will also require the contract services of an electrician to remove and replace the power outlets inside each newly remodeled locker. In accordance with the City’s Procurement Policy, staff received four quotes from vendors and chose the least expensive one, which is Busy Bee Electric. The cost for these electrical services is $14,999.48 with Busy Bee Electric (Attachment 4). The total not-to-exceed contract amount is $14,999.48.
The City Council recognized the need for additional lockers and dedicated a CIP project appropriating $200,000 for the improvements.
FISCAL IMPACT
CIP No. 21041 has adequate funding to cover the costs of both proposed agreements and the 15% contingency.
