Amend the Fiscal Year (FY) 2025/26 Capital Improvement Plan to establish an appropriation for Capital Improvement Project No. 8449, as detailed in the fiscal impact statement;


Approve Amendment No. 1 to the Reimbursement Agreement with the Western Riverside Council of Governments for the Keller Road at I-215 Interchange Project, CIP No. 8449, WRCOG project number 16-SW-MUR-118; and

 
Authorize the Mayor to execute the Agreement Amendment No. 1.

PRIOR ACTION/VOTE

On September 5, 2017, the City Council adopted Resolution No. 17-3788, approving a Reimbursement Agreement with WRCOG for the Keller Road at I-215 Interchange Project in the amount of $2,250,000 (Vote: 4-0-1).

 

On June 4, 2025, the City Council adopted Resolution No. 24-4745, approving the Capital Improvement Plan budget for Fiscal Year 2024/25, and the Fiscal Year 2024/2025 to 2028/29 Capital Improvement Plan, which included the Keller Road at I-215 Interchange Project, CIP No. 8449 (Vote: 5-0).

DISCUSSION

The Keller Road Interchange at I-215 project, CIP 8449, plans to construct a new interchange on I-215 at Keller Road. In 2017, the City applied for funding assistance to the Western Riverside Council of Governments (WRCOG), the administrators for the Transportation Uniform Mitigation Fee (TUMF) program for $2,250,000. The funds were used to reimburse the City for costs related to the initial Planning and Engineering phases of the interchange project.

 

With the completion of the Draft Environmental Document (DED) by Jacobs Engineering Group (JEG) and submitting a Notice of Availability (NOA) to the State Clearinghouse on June 13, 2025, the next step in the Caltrans process is to take the 65% complete design plans to final design (100% complete) plans for the interchange project. Additionally, the preliminary right-of-way engineering process can begin, with the eventual final right-of-way and acquisition process to begin upon approval of the Final Environmental Document. WRCOG has allocated additional TUMF funds to the Keller Road Interchange project in the amount of $15,000,000. This Amendment No. 1 revises the original Agreement with WRCOG to increase the funding limits and to allow for the reimbursement of funds necessary to complete the right-of-way engineering and acquisition.

 

FISCAL IMPACT

Approval of the Reimbursement Agreement Amendment No.1 will allow the City to receive TUMF funding in the amount not to exceed $15,000,000, allocated to the Right-of-Way and Construction phases of the Keller Road at I-215 Interchange Project. Staff recommends an amendment to the FY 2025/26 Capital Improvement Plan Budget CIP No. 8449 to establish an appropriation of $15,000,000.
