ABSTRACT
Staff has deemed construction of the Alderwood Pickleball Courts Project, CIP No. 22042, to be substantially complete and recommends accepting the improvements and having the City Clerk record a Notice of Completion (NOC).

PRIOR ACTION/VOTE
On June 3, 2025, the City Council approved Resolution No. 25-4836, approving the Capital Improvement Plan Budget for Fiscal Year 2025/26, and the Fiscal Year 2025/26 to 2029/30 Capital Improvement Plan, which included the Alderwood Pickleball Courts Project, CIP No. 22042 (Vote: 5-0).
On December 2, 2025, the City Council awarded the construction contract for the Alderwood Pickleball Courts Project, CIP No. 22042, to Micon Construction, Inc., in the amount of $307,628.60, plus a 15% contingency (Vote: 5-0).
STRATEGIC ALIGNMENT
This item aligns with the City Council goal of : coordinating and delivering responsive, effective community services relating to priority Tier 1. This Tier 1 project accomplishes the City Council goal of providing more pickleball courts for Murrieta residents.
DISCUSSION
Construction of the Alderwood Pickleball Courts Project, CIP No. 22042, began on January 12, 2026, and was deemed substantially complete by staff on April 1, 2026. The project consisted of improvements to Alderwood Park, including the construction of three (3) new pickleball courts, rehabilitating the two (2) existing courts, court striping, court dividers, new fencing, wind screens, landscape improvements, water quality and storm drain improvements, ADA-compliant walkways, and other ancillary and incidental work. The Project is funded utilizing General Fund and Measure T funds.
Final payment, other than retention, has been made to the contractor, and the project was successfully completed within the original approved construction contingency and contract value. Over the course of construction, staff authorized a total of three (3) Contract Change Orders totaling $25,055.04, or eight percent (8%) of the original contract value, bringing the final cost of construction to $332,683.64. Staff inspected the improvements and found them to be satisfactory for formal acceptance.
PUBLIC NOTICING
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
CEQA AND REGULATORY OVERVIEW
This project is recommended for exemption from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines because this project involves negligible or no expansion of the existing recreational use of the site.
FISCAL IMPACT
The total final construction cost of $332,683.64 is within the original approved contract amount plus the authorized 15% contingency totaling $353,772.89. The anticipated overall total project costs, including permits, design, administration, inspection, and construction, is approximately $508,000. Funding was provided from the General Fund and Measure T Funds in CIP No 22042.
Any unspent project funds remaining after completion of the Capital Improvement Project shall revert to the respective funds’ available balance. Finance staff will prepare the required budget and accounting entry to reflect the updated fund balance.
