ABSTRACT
In accordance with California Health and Safety Code Sections 13890 and 13893, the Murrieta Fire District Board is required to annually adopt a preliminary budget and to provide public notice of its availability and of the final adoption hearing. The City’s biennial budget for Fiscal Year 2026/27 was approved on June 3, 2025, and the Public Hearing Notice for the Fiscal Year 2026/27 preliminary Murrieta Fire District Operating Budget was published on June 1, 2026, for adoption on June 16, 2026.
Copies of the budget were made available for public inspection, and staff recommends adoption of the Fiscal Year 2026/27 Operating Budget with no changes from the preliminary version.

PRIOR ACTION/VOTE
On February 10, 2025, the City Council held a goal-setting workshop. No formal action was taken.
On May 6, 2025, the City Council conducted a budget workshop, during which a draft of the proposed biennial budget for Fiscal Years 2025/26 and 2026/27 was presented. No formal action was taken.
On June 3, 2025, the City Council, acting as the Board of Directors of the Murrieta Fire District, approved the Preliminary Fiscal Year 2025/26 Operating Budget.
On June 17, 2025, the City Council, acting as the Board of Directors of the Murrieta Fire District, held a Public Hearing and subsequently approved the Fire District Fiscal Year 2025/26 Operating Budget.

DISCUSSION
Under California Health and Safety (H&S) Code Section 13890, on or before June 30 of each year, the Board of the Murrieta Fire District shall adopt a preliminary budget for said District. On or before June 30 of each year, in accordance with the H&S Code Section 13893, the Board shall publish a notice stating the intent to adopt the preliminary budget, the availability of the budget for public review, and the date and time when the Board will meet to consider and adopt the final budget.
The City of Murrieta (City) adopts a two-year (biennial) budget. This budget was reviewed and approved on June 3, 2025, for Fiscal Years 2025/26 and 2026/27. Consistent with the provisions of the H&S Code, approval of the preliminary budget was properly noticed on June 1, 2026, for consideration of adoption on June 16, 2026, and copies of the preliminary budget have been made available for public inspection at City Hall and the Fire Station #1 Administrative Offices.
Staff recommends that the Board of the Murrieta Fire District adopt the Murrieta Fire District Operating Budget for Fiscal Year 2026/27. There have been no alterations to the Fiscal Year 2026/27 Preliminary Murrieta Fire District Operating Budget. The Fire District budget is attached to this report and is also incorporated in the published Fiscal Years 2025/26 and 2026/27 Operating Budget approved by the City Council on June 3, 2025.
PUBLIC NOTICING
Consistent with the provisions of the H&S Code, approval of the preliminary budget was properly noticed for a public hearing on June 1, 2026, setting the hearing for consideration of adoption for June 16, 2026.
CEQA AND REGULATORY OVERVIEW
This action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly.
FISCAL IMPACT
The Proposed Fiscal Year 2026/27 Murrieta Fire District Budget totals $29,249,491.
