BACKGROUND
Special Projects, Construction, and Capital Improvement Plan Update

Library Expansion
* Library Construction Contract approved by Council on 8/19/25.
* Groundbreaking scheduled for 9/4/25 at 10:30 a.m.
* Construction is expected to start the third week of September.
Glen Arbor Dog Park
* Construction substantially completed 8/22/25.
* Ribbon cutting for the dog park was held on 8/25/25.
* Park is open to the public.
Los Alamos Hills Sports Park EV Charging Station
* Civil improvements on both the SCE and Customer side of meter have been completed by SCE forces.
* Staff are waiting for new meter installation and energizing by SCE, which is expected the first half of September.
* When energized, then City will have contractor install EV Chargers.
* Expecting completion by 10/1/25.
Alderwood Pickleball Courts
* Final plans are completed and providing contractor will plans and specifications for them to create a Job Order Contract Proposal.
* Expect to take to Council for contract award by 11/4/25, with construction to start by 12/1/25.
Cal Oaks Tennis Court Lighting
* Construction to start 9/10/25, expect completion by 10/1/25 (before end of daylight savings time).
Community Center Tennis Court Lighting:
* Scope of work is replacing the existing fixtures with compliant LED fixtures and adding a MUSCO subpanel to electrical so that lights can be scheduled and remotely controlled.
* Preparing construction contract to issue a PO to a contractor by 9/22/25.
* Once PO is issued, then the contractor will order lights, which could take a month.
* Hope to install lights in December.
Sports Field Synthetic Turf Replacements at Los Alamos Hills Sports Park (soccer only) and Torrey Pines baseball field
* Negotiating a Job Order Contract for replacement of both sports fields.
* Anticipate taking contract award to Council on 11/4/25.
* Construction to start at Torrey Pines by 12/1/25.
* Construction for LAHSP soccer field confined by league request to 1/5/26 - 3/1/26.

Parks and Recreation Master Plan Update and Trails Master Plan Update
* Both Master Plan documents were adopted by City Council at their June 3, 2025 Council Meeting. Council has directed staff to coordinate with the City Manager's Office to identify short, medium, and long term goals based on the documents' recommendations.

Parks Maintenance - Repairs, Inspections, Miscellaneous
* Park Rangers will continue patrolling Cal Oaks Sports Park Monday through Friday, from 1:00 p.m. to 4:00 p.m. for vandalism prevention until further notice. Park restrooms will be closed during this time. There is a porta-potty on site.
* Recreation and Maintenance staff are working with Information Technology (IT) to install flock cameras at Cal Oaks Sports Park and Torrey Pines Park.
* CSD staff are working on a technology retrofit for Alderwood Clubhouse.
* CSD staff are working on amendments to the contract with Lloyd Pest Control to have pest control services at all CSD facilities.
* Water bottle filling stations have been installed at Cal Oaks Sports Park and Town Square Park.
* CSD staff and Park Rangers are reviewing park ordinances and discussing if there needs to be any changes.
* CSD staff are working with IT to ensure all park addresses are correct and updated across all platforms.

FISCAL IMPACT
