Approve a purchase order with Rick Engineering Company for on-call traffic engineering consulting services for Fiscal Year 2024/25 for an amount not to exceed $68,643 from the General Fund;
Approve a purchase order with Rick Engineering Company for on-call traffic engineering consultant services for Fiscal Year 2024/25, for an amount not to exceed $226,260 with $69,980 from Capital Improvement Plan Project No. 13049, $69,980 from Capital Improvement Plan Project No. 13050, $69,980 from Capital Improvement Plan Project No. 13053, and $16,320 from Capital Improvement Plan Project 13054; and
Authorize the City Manager to execute the purchase orders on behalf of the City.

PRIOR ACTION/VOTE
On June 20, 2023, the City Council authorized entering into Agreements for miscellaneous on-call consulting services that included Rick Engineering Company (Vote: 4-0-1).

BACKGROUND
On June 20, 2023, the City Council approved an on-call engineering services Agreement with Rick Engineering Company (REC). The agreement expires June 30, 2026, with an option to renew for up to three (3) additional one (1) year terms. REC has been providing ongoing engineering services under the current on-call Agreement.
The two proposed POs include support and supplemental staffing for traffic engineering services, including assistance with resident requests and inquiries related to the Neighborhood Traffic Management Program (NTMP), signal timing and modifications, traffic signal fiber optic interconnect, traffic signal optimization services, development review, design services, preparation of staff reports and work orders, meeting attendance, and plan checking services. REC is very knowledgeable in the City’s standard practices and intimately familiar with its road and traffic signal system operations; therefore, staff recommends to extend its ongoing traffic engineering services for Fiscal Year (FY) 2024/25.
The supplemental staffing traffic engineering services are funded through the Operating Budget, while the remainder of the services REC provides are funded through the Capital Improvement Plan (CIP) Budget for four projects. For this reason, two (2) separate POs are being established, one for each budget type, which is broken down as follows:

*The Purchase Order value is based on the Adopted FY 2024/25 budget. It is estimated that there is sufficient budget available for the first two quarters of FY 2024/25. Additional appropriation may be needed for the third and fourth quarters.
FISCAL IMPACT
Funding for the services is available in the FY 2024/25 Operating and CIP Budgets:
• Engineering General Fund 1106120-60360, Contract Services - Engineering ($68,643);
• CIP 13063: Neighborhood Traffic Management Program ($69,980);
• CIP 13067: Priority Traffic Signals ($16,320);
• CIP 13068: Traffic Signal Optimization/Congestion Management ($69,980); and
• CIP 13069: Citywide Signal Modifications ($69,980).
