Install an all-way stop control at the intersection of Los Alamos Road and Mason Avenue.

BACKGROUND

The City received a request from a resident to install an all-way stop at the intersection of Los Alamos Road and Mason Avenue due to limited visibility.

Engineering staff conducted a sight distance evaluation at this intersection in 2019 and presented the findings at the July 17, 2019 Traffic Commission meeting. The evaluation determined that the available corner sight distance was below the required standard. At that time, staff recommended trimming shrubbery along Los Alamos Road to improve visibility. However, despite these landscape maintenance measures, the roadway curvature continues to limit visibility for approaching vehicles traveling at the posted speed limit. To improve intersection safety, staff recommends installation of all-way stop control at this intersection.

The installation of all-way stop control is based on national and state standards outlined in the California Manual on Uniform Traffic Control Devices (CA MUTCD). In general, all-way stops are installed where:

•                     The volume of traffic on the intersecting roads are approximately equal.

•                     There is a documented history of collisions; and/or

•                     Sight distance limitations create unsafe conditions.

Based on the evaluation, staff recommends installing all-way stop control at the intersection of Los Alamos Road and Mason Avenue, including associated signage and striping improvements. Proposed improvements include stop signs with solar-powered beacons, “STOP” and “STOP AHEAD” pavement markings, limit line striping, and advance warning signs with solar-powered beacons.

FISCAL IMPACT

The proposed striping and signage improvements are expected to cost $9,000. Funding is available in the City’s Neighborhood Traffic Management Program (NTMP), CIP No. 8430 and will utilize Measure A and Gas Tax funds.
