ABSTRACT
The Police Department is requesting approval to purchase 13 police radios from Motorola Solutions, Inc. for installation in police vehicles. The radios would be purchased through Sourcewell Contract RFP #020625 in accordance with the City’s cooperative purchasing provisions. The total cost of the purchase is $138,122.95, with funding available in the City’s Vehicle Replacement Fund.

PRIOR ACTION/VOTE
On June 3, 2025, the City Council adopted the Fiscal Year 2025/26 and 2026/27 Operating Budget (Vote: 5-0).

DISCUSSION
The approved Fiscal Year (FY) 2026/27 Operating Budget allocates funding for the purchase and replacement of police vehicles and associated equipment. The City of Murrieta (City) Police Department (PD) is in the process of purchasing 13 police vehicles, including 10 police interceptors, which all require police radios as part of their upfitting.
The PD is requesting approval to purchase 13 radios from Motorola Solutions, Inc. (Motorola) for installation in these vehicles. Police officers are assigned handheld radios and also utilize radios mounted in their assigned police vehicles. These radios will allow the PD to maintain compatibility and consistency with its existing radio system.
Section 3.08.295 of the Murrieta Municipal Code authorizes the City to participate in cooperative purchasing programs for the purchase of supplies, services, and equipment from a vendor at a price established through another public agency’s competitive procurement process. Motorola was competitively selected through Sourcewell Request for Proposals (RFP) #020625. Staff has confirmed that the proposed purchase through the resulting Sourcewell contract complies with Section 3.08.295 of the Municipal Code.
Staff recommends that the City Council approve the purchase of 13 police radios from Motorola through Sourcewell Contract RFP #020625 in an amount not to exceed $138,122.95.

The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
CEQA AND REGULATORY OVERVIEW
This action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly.
FISCAL IMPACT
The total fiscal impact associated with the purchase of 13 police radios from Motorola is $138,122.95. Funding is available in the City’s Vehicle Replacement Fund Operating Budget, account 7158200-71060.
