CITY COUNCIL GOAL

Maintain a high performing organization that values fiscal sustainability, transparency, accountability and organizational efficiency.

BACKGROUND

For the past three years, the City of Murrieta (City) has used SeeClickFix software to provide Murrieta residents the option to report a wide variety of concerns as they identify them within the City. The software makes it easy for residents to report concerns, such as potholes, graffiti, and abandoned vehicles, through a mobile app or the City website (www.murrietaca.gov/fixit). The service has been integrated with the Public Works maintenance management program to create a ticket-based system for the requests. Staff recommends renewing the services with SHI International Corp. (SHI) for another year (Attachment 1).

Section 3.08.295 of the Municipal Code authorizes the City to join with other public and quasi-public agencies in a cooperative purchasing program for the purchase of supplies, services, and/or equipment from a vendor at a price established by another public agency when the other public agency has made its purchase in a cooperative manner. SHI has been awarded contract 2018011-02 (Attachment 2) through a competitive bidding process led by the City of Mesa, Arizona, using the OMNIA Partners Co-Op program. Taking advantage of this cooperative contract will save time, be more efficient, and allow the City to benefit from the OMNIA Partners pricing. The SeeClickFix services were previously approved under the City Manager’s procurement authority. City Council authorization is needed to renew this agreement because the aggregate contract total will exceed the City Manager’s $75,000 procurement authority.

FISCAL IMPACT

The cost for this service is $25,337.58 for Fiscal Year 2024/25. Funding is available from account code 7268340-62160 within the Information Technology Department's approved Operating Budget.
