Accept the improvements for the Murrieta Hot Springs Road and Hancock Avenue Pavement Rehabilitation project, Capital Improvement Plan (CIP) No. 8043, as complete;

 

Accept the improvements for the Murrieta Hot Springs Road and Madison Avenue Median Improvement project, CIP No. 13028, as complete; and

 

Direct the City Clerk to record a Notice of Completion and release bonds in accordance with State law and City ordinances; and release any remaining retention from CIP No. 8043 and CIP No. 13028 in accordance with State law and City ordinances.

PRIOR ACTION/VOTE

On September 6, 2022, the City Council adopted Resolution No. 22-4613, awarding the Contract for the construction of the Murrieta Hot Springs Road and Hancock Avenue Rehabilitation project, CIP No. 8043 to the lowest responsible bidder, All American Asphalt in the amount of $3,731,101.00 (Vote: 5-0).

 

On August 15, 2023, the City Council conducted a public hearing and adopted Resolution No. 23-4699, approving the Fiscal Year 2023/24 to Fiscal Year 2027/28 CIP budget, which included the Murrieta Hot Springs Road and Hancock Avenue Pavement Rehabilitation Project, CIP No. 8043; and the Murrieta Hot Springs Road and Madison Avenue Median Improvement Project, CIP No. 13028 (Vote: 5-0).

 

CITY COUNCIL GOAL

Plan, program and create infrastructure development.

 

BACKGROUND

On September 6, 2022, City Council awarded a contract to All American Asphalt for the construction of the Murrieta Hot Springs Road and Hancock Avenue Rehabilitation projects, CIP 8043 and the Murrieta Hot Springs Road Median Improvement project, CIP No. 13028. Construction began on September 12, 2022, and was substantially completed in February 2023. The remaining work items were recently completed as of November 15, 2023.

 

The construction for CIP No. 8043 included pavement rehabilitation of Murrieta Hot Springs Road from Madison Avenue to the I-215 N/B offramp and on Hancock Avenue from Las Brisas Road south to Murrieta Hot Springs Road. Rehabilitation on Murrieta Hot Springs Road included full removal and replacement of asphalt in failed areas, a cold mill grind of the entire roadway, and a rubberized hot mix asphalt overlay. Rehabilitation on Hancock Avenue included full removal and replacement of asphalt in failed areas followed by a rubberized hot mix asphalt overlay. Rehabilitation on Juniper Street and Franklin Avenue included removal and replacement of curb and gutter and asphalt in failed areas, minor drainage improvements, and capping the streets with hot mix asphalt. Rehabilitation on Jackson Avenue included removal and replacement of asphalt pavement in failed areas near the Warm Springs Creek bridge. Other work included curb ramp upgrades, detector loop replacements, and pavement striping.


The construction for CIP No. 13028 extended the northern and eastern left turn pockets and added a raised median with brick pavers at the western leg of the Murrieta Hot Springs Road and Madison Avenue intersection, as well as minor asphalt rehabilitation and striping.

Staff is currently negotiating a final contract change order based on actual quantities installed that address unforeseen conditions and additional work not originally included in the contract. Final payment is pending, but it is anticipated that the project will close out at approximately 2.4% over the original contract amount.


City departments have inspected the improvements and found them to be satisfactory. Staff recommends formal acceptance by the City Council.

 

FISCAL IMPACT

The total anticipated construction costs of $3,820,791 were provided from SB1 Road Maintenance and Rehabilitation (RMRA) funds, Measure A funds, Developer Bond Funds and Grant Funds in CIP No. 8043, and Gas Tax Funds in CIP No. 13028.
