Accept the improvements for the Hancock Avenue and Milkwood Lane/Leafwood Drive traffic signal modification project, CIP No. 8257; and
Direct the City Clerk to issue and record a Notice of Completion and release bonds in accordance with State Law and City Ordinances; and release any remaining retention from CIP 8257 in accordance with State Law and City Ordinances.

PRIOR ACTION/VOTE
On August 2, 2022, the City Council awarded the contract for the construction of the traffic signal modification at the intersection of Hancock Avenue and Milkwood Lane/Leafwood Drive to the lowest responsible bidder, Alfaro Communications Construction, Inc., in the amount of $389,961.48 as part of the Citywide Signal Modifications Project, CIP No. 8257 (Vote: 5-0).
On August 15, 2023, the City Council conducted a public hearing and adopted Resolution No. 23-4699, approving Fiscal Year 2023/24 to Fiscal Year 2027/28 Capital Improvement Plan budget, which included the Citywide Signal Modifications Project, CIP No. 8257 (Vote: 5-0).
CITY COUNCIL GOAL

BACKGROUND
On August 2, 2022, the City Council awarded the contract for the construction of the Hancock Avenue and Milkwood Lane/Leafwood Drive traffic signal modification project to Alfaro Communications Construction, Inc., in the amount of $389,961.48. The project installed protected left-turn phasing for the Hancock Avenue approaches to the intersection, split phasing for the Milkwood Lane and Leafwood Drive approaches to the intersection, and upgraded all pedestrian ramps. The purpose of the improvements was to enhance safety by adding protected turning movements and reducing the potential for collisions.
Construction began on September 26, 2022, and was completed on August 15, 2023. Based upon field measured quantities and contract change orders (CCO) for improvements installed, the final amount paid to the contractor is expected to be $414,086.34 which includes two CCO’s. The first CCO, in the amount of $5,116.35, included furnishing and installing McCain signal equipment, as that is the equipment that is currently stocked at the City of Murrieta’s (City) yard for maintaining the traffic signals. The second CCO, in the amount of $19,008.51, included additional concrete work performed at the City’s request.
City staff has inspected the improvements and found them to be satisfactory; thereby recommends formal acceptance by City Council.
FISCAL IMPACT
The construction costs were provided in CIP 8257, using Measure A and Gas Tax funds.
