ABSTRACT
The proposed resolution amends and restates the City of Murrieta’s Comprehensive Pay Schedule for Fiscal Year 2026/27, effective July 7, 2026, in compliance with applicable California Code of Regulations and California Public Employees’ Retirement System (CalPERS) requirements related to publicly available pay schedules. The updated Pay Schedule incorporates compensation changes authorized through negotiated tentative labor agreements with the Murrieta Police Officers Association and the Murrieta Police Management Association that will be considered by the City Council on July 7, 2026. Amending and restating the Pay Schedule will ensure that it reflects the up-to-date compensation ranges for all City classifications, including part-time positions.
Staff also proposes approving an updated Schedule of Authorized Positions for Fiscal Year 2026/27. The updated Authorized Positions List clarifies and corrects position titles to reflect actions previously approved by the City Council, including newly created and eliminated positions, ensuring consistency and alignment with the Comprehensive Pay Schedule.

PRIOR ACTION/VOTE
On June 16, 2026, the City Council adopted Resolution No. 26-4949, approving the Comprehensive Pay Schedule for Fiscal Year 2026/27 (5-0) and approving the Updated Schedule of Authorized Positions.
STRATEGIC ALIGNMENT
This item aligns with the City Council goal of maintaining a high performing organization that values fiscal sustainability, transparency, accountability and organizational efficiency relating to an administrative priority. Amending and restating the Fiscal Year 2026/27 Comprehensive Pay Schedule ensures compliance with CalPERS’ and regulatory requirements, while promoting transparent, accurate, and consistent compensation practices.
DISCUSSION
Amended and Restated Pay Schedule
The amended and restated comprehensive pay schedule for Fiscal Year (FY) 2026/27 presented for City Council consideration would incorporate compensation changes authorized through negotiated tentative labor agreements with the Murrieta Police Officers Association (MPOA) and the Murrieta Police Management Association (MPMA) that will be considered by the City Council on July 7, 2026. These tentative agreements with MPOA and MPMA had not yet been reached as of the June 16, 2026, City Council meeting, when the City Council approved the pay schedule for 2026/27 fiscal year by the adoption of Resolution No. 26-4949.
The amended and restated Pay Schedule reflects the following compensation adjustments that will be considered by the City Council on July 7, 2026, under separate agenda items:
• Adjustments to the classifications represented by the MPOA to allow for a two percent (2%) base compensation cost of living adjustment (COLA), subject to City Council approval of the proposed Tentative Agreement for a successor MPOA Memorandum of Understanding (MOU) for the period July 1, 2026 - June 30, 2029 (Agenda Item No. 6).
• Adjustments to the classifications represented by the MPMA to allow for a two percent (2%) base compensation COLA, subject to City Council approval of the proposed Tentative Agreement for a successor MPMA MOU for the period July 1, 2026 - June 30, 2029 (Agenda Item No. 5).
Adoption of the amended and restated pay schedule will ensure that the City’s pay schedule is up-to-date and satisfies CalPERS’ requirements.
Schedule of Authorized Positions
New positions, staffing changes, position reclassifications, and title corrections are periodically necessary to ensure the City's organizational structure accurately reflects operational needs and prior City Council actions. Staff recommends that the City Council approve the updated Schedule of Authorized Positions for Fiscal Year 2026/27 (Attachment 2).
The City Council previously adopted the FY 2026/27 Schedule of Authorized Positions on June 16, 2026. Since that time, staff identified several administrative updates needed to ensure the schedule accurately reflects prior City Council-approved actions and maintains consistency with the Comprehensive Pay Schedule. These updates include one (1) position reclassification within the Public Works/Engineering Department by adding one (1) Public Works Inspection Superintendent position and removing one (1) Public Works Inspector position, resulting in no net change to the total number of Full-Time Equivalent (FTE) positions.
In addition, staff recommends the following administrative title corrections to align the Schedule of Authorized Positions with previously approved classifications and the Comprehensive Pay Schedule:
• IT Systems Administrator to Network Systems Engineer
• Homeless Program Manager to Homeless Services Manager
• Traffic Investigator I to Police Traffic Investigator I/II
• Police Aide to P/T Police Aide
• P/T Dispatcher I/II to P/T Public Safety Dispatcher I/II
• P/T Librarian to P/T Librarian I/II
These updates are administrative in nature and do not create additional positions or increase the total authorized FTEs. Presenting the updated Schedule of Authorized Positions concurrently with the Comprehensive Pay Schedule ensures both documents are accurate, consistent, and reflect the City's current authorized classifications.
As part of the FY 2026/27 First Quarter Operating Budget Update, staff will present the net fiscal impact associated with the Public Works position reclassification.

The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
FISCAL IMPACT
The budgetary impact associated with the public safety labor groups' compensation packages are reported in the respective agenda reports for approval of the Tentative Agreements for successor MOUs. The fiscal impact will be incorporated into the FY 2026/27 First Quarter Operating Budget.
