Authorize the City Manager to accept the CalRecycle Grant No. TRP16-23-0020 award in the amount of $145,720 from the State of California Environmental Protection Agency;

 

Ratify execution of the grant agreement;

 

Amend the Fiscal Year 2023/24 Capital Improvement Plan Budget to appropriate an expenditure budget in CIP Project No. 13047; and

 

Amend the Fiscal Year 2023/24 Operating Budget to appropriate a grant revenue budget.

PRIOR ACTION/VOTE

On March 2, 2021, the City Council approved Resolution No. 21-4369, authorizing the submittal of applications for all CalRecycle grants for which the City of Murrieta is eligible (Vote: 4-0-1).

 

On June 6, 2023, the City Council conducted a public hearing and adopted Resolution No. 23-4671, approving the Fiscal Year 2023/24 and 2024/25 Operating Budget (Vote: 4-0-1).

 

On August 15, 2023, the City Council conducted a public hearing and adopted Resolution No. 23-4699, approving the Fiscal Year 2023/24 to Fiscal Year 2027/28 Capital Improvement Plan (CIP) budget, which included the Clinton Keith Road and Date Street Pavement Rehabilitation Project, CIP No. 13047 (Vote: 5-0).

BACKGROUND

On August 29, 2023, City of Murrieta (City) staff submitted a grant application to the Department of Resources Recycling and Recovery (CalRecycle) as part of its Rubberized Pavement Grant Program, which provides reimbursement at the rate of $10 per ton of Rubberized Hot Mix Asphalt (RHMA) used on pavement rehabilitation projects. The City’s upcoming pavement rehabilitation project, CIP No. 13047, will rehabilitate the pavement on Murrieta Hot Springs Road from Whitewood Road to Margarita Road, Los Alamos Road from Lincoln Avenue to the I-215 interchange, Antelope Road from Mapleton Avenue to Heritage Marketplace, Elm Street from Adams Avenue to Jefferson Avenue, and Cherry Street from Adams Avenue to Jefferson Avenue.

On December 15, 2023, CalRecycle approved the grant and awarded $145,720 for the above-referenced roadway segments. This grant can be used to fund a project using crumb rubber in the RHMA, which is made from post-consumer and/or post-industrial scrap rubber originating from eligible California waste tires. Adding rubber to the asphalt contributes to the recycling of waste tires and extends the longevity of the asphalt pavement when compared to the typical lifecycle of roads paved with hot mix asphalt (HMA) only. Other direct benefits include added skid resistance, reduced tire wear, better ride quality, and reduced road noise.

On March 2, 2021, the City Council approved Resolution No. 21-4369, authorizing staff to apply for CalRecycle grants for a term of five years per the requirements set in place by CalRecycle. Upon approval of the grant by CalRecycle in December 2023, in order for the City to accept the grant funds, the City Manager, as the designated signing authority on behalf of the City, executed the attached Grant Agreement (Attachment 1). At this time, staff recommends that the City Council ratify the execution of the Agreement.

 

Staff in addition, recommends accepting the grant in the amount of $145,720 to help offset the cost of using RHMA, amending the Capital Improvement Plan Budget to appropriate an expenditure budget in CIP Project No. 13047, and amending the Fiscal Year 2023/24 Operating Budget to establish a grant revenue budget.

 

FISCAL IMPACT

Establish a revenue budget in the Fiscal Year 2023/24 Operating Budget for the CalRecycle grant in General Ledger Account 3530060-42221 and Grant Job Ledger Account 50155353-42221 in the amount of $145,720 and establish an appropriation in the Fiscal Year 2023/24 Capital Improvement Plan Budget in CIP No. 13047 in Job Ledger Account 13047353-500 for $145,720.
