ABSTRACT
The City of Murrieta Police Department utilizes on-call specimen collection services to support investigations involving suspected driving under the influence and other criminal offenses requiring evidentiary blood and/or urine samples. American Forensic Nurses, Inc. provides qualified personnel to respond to the Police Station, hospitals, or other designated locations to conduct specimen collections in accordance with applicable legal and evidentiary standards. Approval of the agreement will ensure the continued availability of timely and professional specimen collection services in support of the Department’s enforcement and investigative operations. The proposed agreement is for the period of July 1, 2026, through June 30, 2029, with up to two (2) additional one-year renewal options, in an amount not to exceed $175,000.

DISCUSSION
History
American Forensic Nurses, Inc. (AFN) has provided mobile medical forensic and phlebotomy services to federal, state, and local law enforcement agencies throughout California since 1983. AFN employs licensed medical professionals who are locally based and available on an on-call basis 24 hours a day, seven days a week to provide evidentiary specimen collection services.
The City of Murrieta (City) Police Department (Department) has utilized AFN for on-call specimen collection services since at least 2012. These services support investigations involving suspected driving under the influence and other criminal offenses requiring evidentiary blood and/or urine samples. The Department receives partial reimbursement for these services through the District Attorney’s Office based on the City’s proportionate share of total reimbursement requests submitted.
Procurement and Determination
On April 9, 2026, the City issued a request for proposals (RFP) to solicit qualified firms to provide on-call specimen collection services for MPD. In response to the RFP, the City received one (1) proposal submitted by AFN. Following review of the proposal, AFN was determined to be responsive and qualified to provide the required services.
Staff recommends awarding a three-year on-call professional services agreement to AFN, with up to two (2) one-year extensions, for a possible total of five (5) years.

The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
CEQA AND REGULATORY OVERVIEW
This action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly.
FISCAL IMPACT
Funding for this agreement is included in the Department’s Fiscal Year 2026/27 Operating Budget in the GL account 1103120-60480.
The total fiscal impact associated with approval of this five-year contract is $175,000. The budget for this agreement is available in the Fiscal Year 2026/27 Operating Budget General Ledger account 1103120-60480. The proposed five-year agreement has a not-to-exceed amount of $175,000. Budget for succeeding fiscal years will be included in a future biennial budget process.
