PRIOR ACTION/VOTE
On November 19, 2019, the City Council adopted Resolution No. 19-4178, adopting rules of procedures for City Council meetings and related functions (Vote: 5-0).
On July 20, 2021, the City Council authorized a summer legislative recess, resulting in the cancellation of the August 17, 2021, and September 7, 2021, City Council regular meetings
(Vote: 4-1).
On April 5, 2022, the City Council authorized a summer legislative recess, resulting in the cancellation of the July 5, 2022, and July 19, 2022, City Council regular meetings (Vote: 5-0).
On April 4, 2023, the City Council called a summer legislative recess and authorized the cancellation of the July 4, 2023, and July 18, 2023, City Council regular meetings (Vote: 5-0).
On January 16, 2024, the City Council authorized a summer legislative recess and authorized the cancellation of the May 21, 2024, July 16, 2024, and August 6, 2024, City Council regular meetings.

BACKGROUND
The City Council sets the date of its regular meetings pursuant to Chapter 2.04.10 of the Murrieta Municipal Code. Pursuant to Government Code §36805, Resolution No. 19-4178, Adopting the Rules of Procedure for Council Meetings, §1.1 sets the day for regular meetings as the first and third Tuesdays of each month.
Under the direction of the City Manager, City Council agendas are prepared by the City Clerk (MMC §2.12.020). The City Manager, as the administrative head, may cancel City Council meetings in correlation with the efficient administration of the affairs of the City of Murrieta. Additionally, the City Council, as a body, has the authority to cancel meetings.
In recent years, the City Council has canceled meetings, known as “going dark,” in the summer months and at the New Year break. This provides City Council and City staff the opportunity to plan and take summer recess and holiday time. Furthermore, this year, the 2025 International Council of Shopping Centers (ICSC) conference is scheduled from May 18-20. ICSC is dedicated to industry advancement by promoting and elevating marketplaces and commercial spaces as vital ingredients of communities and economies. Various Executive Management Staff (City Managers, Department Directors, and Economic Development staff) and City Council Members are forecasted to attend this conference.
In an effort to anticipate the needs of both the City Council and City administrative staff, City staff recommends adopting the below proposed City Council Meeting Calendar for 2025. By approving this schedule now, the City Manager can ensure agenda items are scheduled to fall within the proposed schedule.
