ABSTRACT

This item requests City Council approval to purchase a mechanic service truck for Murrieta Fire & Rescue through a cooperative purchasing program. The truck will support field fleet maintenance, improving efficiency, reduce downtime, and decrease reliance on outside vendors. The purchase is included in the Fire Department’s fleet replacement schedule.


RECOMMENDATION

Approve the purchase of a mechanic service truck through a cooperative purchasing program in accordance with Municipal Code Section 3.08.295; and

Authorize the City Manager to approve and execute the Rush Truck Centers proposal, Johnson Equipment quote, and any other necessary documents to initiate procurement and construction of the mechanic service truck for a total of $263,278.15.

PRIOR ACTION/VOTE

On June 3, 2025, the City Council of the City of Murrieta adopted Joint Resolution No. 25-4836, approving the Fiscal Year 2025/26 Capital Improvement Plan budget, and approving the Capital Improvement Plan for Fiscal Years 2025/26 to 2029/30 (Vote: 5-0).

DISCUSSION

Murrieta Fire & Rescue (MFR) is requesting approval to purchase a mechanic service truck from Rush Truck Centers and the necessary upfitting from Johnson equipment through the Sourcewell cooperative purchasing contract, which allows the City to obtain competitively bid pricing from a nationwide government procurement program.

 
The new mechanic service truck will support fleet maintenance operations and improve apparatus reliability by enabling staff to perform preventative maintenance and repairs in the field. This will reduce reliance on outside vendors, decrease apparatus downtime, and improve overall fleet readiness. The purchase also supports the department’s efforts to address previously identified fleet maintenance needs and aligns with industry-standard fleet management practices.

Under Murrieta Municipal Code 3.08.295 (Cooperative Purchasing), the City Council may use cooperative purchasing programs to acquire equipment. This replacement is part of MFR’s vehicle replacement schedule, as was identified as an unfunded project in the Fiscal Year 2025/26 Capital Improvement Project budget and Capital Improvement Plan for Fiscal Years 2025/26 to 2029/30.

The base cost of the mechanic service truck is $236,116.75. In addition, approximately $27,161.40 is required for necessary upfitting to place the vehicle into service, bringing the total to $263,278.15.

 

Procurement timelines are expected to be shorter than for frontline apparatus; however, fabrication and delivery may still take several months, depending on vendor lead times. A purchase order will be required to initiate the build process.

 

PUBLIC NOTICING

The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).

 

FISCAL IMPACT

The total fiscal impact for the purchase of the mechanic service truck is $263,278.15. It will be funded through a combination of existing Fire Department budget savings and available funding in the Fleet Replacement Program Fund.

 

The Fire Department Fleet Vehicle Operating Budget (Account 1513540-71060) will fund $126,080, and the remaining $137,198.15 will be covered through the Fleet Replacement Program Fund (Account 7158200-71060) for a total of $263,278.15 to fully fund the vehicle purchase.
