Authorize a two-year agreement with Rosenow Spevacek Group, Inc;

 

Authorize the City Manager to execute all necessary documents for two years with two additional one-year extensions; and

 

Acknowledge the bidding requirements were waived for the Proposed Agreement.

BACKGROUND

In 2018, the Finance department conducted an RFP for administrative consulting services for the Successor Agency to the Former Murrieta Redevelopment Agency of the City of Murrieta (Successor Agency). Rosenow Spevacek Group, Inc. (RSG) was selected and has worked with the Finance Department since then. RSG provides technical, management, and administrative services to enable staff to wind down the affairs of the Successor Agency, meet ongoing reporting requirements, conduct financial and strategic planning, and provide other services as needed.

 

In 2023, Finance entered into a one-year agreement while the remaining scope of work was refined. Finance still requires services from RSG to support the Successor Agency’s administrative and reporting requirements and therefore requests to enter into a new agreement with RSG for Fiscal Years 2024/25 and 2025/26, with the option to renew for an additional two years if services are still needed.

 

Murrieta Municipal Code Section 3.08.280 allows for exceptions to the competitive bidding process. Upon approval, the City Council acknowledges that the bidding process would be deemed inefficient, impractical, and unnecessary to procure these services. In this case, RSG has substantial historical context that creates efficiencies that render the bidding process inefficient and unnecessary.

 

FISCAL IMPACT

The total cost of the proposed Agreement for the initial two years is $30,000. Funding for the first year is currently budgeted in the Fiscal Year 2024/25 Operating Budget in General Ledger Account 6010040-60010. Funding for subsequent years of the proposed Agreement will be included in future Biennial budgets.
