Approve Agreements for On-Call Vertical Construction/Project Management Consulting Services between the City of Murrieta and RWBID Construction Management LLC, Griffin Structures, and Transtech Engineer; and

Authorize the City Manager to execute all agreements.

BACKGROUND

The City of Murrieta (City) operates multiple facilities, including City Hall, five (5) Fire Stations, a Police Station, 53 parks, various recreation facilities, 1,350 acres of trails, a Library, and a Public Works Maintenance Facility. The City has plans to construct or renovate several facilities in the coming years, such as renovating the Public Works Maintenance Facility, expansion of the library, construction of a new fire station, fire station tenant improvements, and building of a public safety training center. Since facility construction projects are highly specialized and to ensure that the City realizes the most competitive and favorable business terms available in its varied facility construction projects, the City desired to engage the services of one or more firms to act as the City’s representative and participate in project design/construction processes as needed for various upcoming facility projects.

 

On October 30, 2023, the City publicly advertised a request for proposals for On-Call Vertical Construction/Project Management Services. On December 4, 2023, the City received 13 proposals (see table below). Five of the thirteen firms attended interviews with staff during the week of March 4, 2024. After those interviews, City staff chose for further evaluation, including reference checks, the three firms whose experience most closely matches the services the City is seeking through this solicitation. The three firms chosen have extensive expertise in facility construction project management, cost estimation, value engineering, construction budget management, evaluation of options for construction delivery methods, and design experience for various types of vertical construction projects.

Staff recommends that the City enter into an agreement with each of these three firms for on-call, as-needed services. As specific projects and needs are determined, each firm would be invited to submit a proposal, and the City would then choose the most suitable firm for the necessary work and issue a purchase order. Each specific City project would fund the cost for these services.

 

Having this type of specialized consulting resource available to staff will provide much-needed expertise associated with construction of buildings, including public safety and recreation facilities, for the City to maximize both cost-effectiveness and efficiency for the overall project(s).

 

FISCAL IMPACT

Funding for on-call vertical construction/project management consulting services will be funded through the various Capital Improvement projects that utilize the consultant services.

 

ENVIRONMENTAL IMPACT

None.
