CITY COUNCIL GOAL
Coordinate and deliver responsive, effective community services.
BACKGROUND
During the Commission’s last meeting, staff brought forward for discussion the updates to the department’s Field Use and Allocation Policy (Policy). This document details provisions that aim to efficiently allocate field space, define eligibility criteria, and establish transparent processes for sports organizations as well as help balance demand, ensure fair access, and promote safe and effective field usage within the community.
During that discussion, staff explained the recommended updates and answered Commissioner’s questions relating to the policy. The updates to the Field Use and Allocation Policy provide “clean up” language in areas that had previously been up for varying interpretations as well as more defined language on how to better prioritize requests for inter-league play and tournaments. A summary of the updates follow:
a. Revised language in the definitions section as well as added new definitions for “Tournament,” “Inter-League,” “Sublease,” “Training,” “Camps,” and “Games,” and “Good Standing.”
b. Revised language concerning deposit requirements.
c. Included the City’s Fee Schedule by reference to incorporate it as part of the revised policy.
d. Included new language on providing a residency “credit” for a league that offers an accredited and nationally recognized advancement program.
e. Included language that defines the length of a practice at two hours.
f. Revised the language concerning tournaments so that it is more clearly defined as a separate request from regular season play and that additional documentation is required.
g. Included new language regarding on-site concession building use vs. league concession areas.
Staff now brings before the Commission the Policy for a final review and recommends the approval of the updates as well as directs staff to move forward in bringing the item before City Council for review and approval.
FISCAL IMPACT
