ABSTRACT
This item updates the City’s Comprehensive Pay Schedule and Schedule of Authorized Positions to reflect current classification, compensation, title, and staffing changes for Fiscal Year 2026/27. The proposed changes include new classifications and pay ranges, a classification title change, and updates to authorized positions, with no net change to the total number of authorized Full-Time Equivalent positions. Staff also recommends adopting the Payroll Supervisor and GIS Administrator classification specifications, for which unit allocation has been finalized. The City Council is being asked to approve the amended Pay Schedule, updated Schedule of Authorized Positions, and related classification specifications.

PRIOR ACTION/VOTE
On June 16, 2026, the City Council adopted Resolution No. 26-4949, Approving the Comprehensive Pay Schedule for Fiscal Year 2026/27 and approving the Updated Schedule of Authorized Positions (Vote: 5-0).
On July 7, 2026, the City Council adopted Resolution No. 26-4955, Approving the Amending and Restating the Comprehensive Pay Schedule for Fiscal Year 2026/27 and approving the Updated Schedule of Authorized Positions (Vote: 5-0).

DISCUSSION
Amended and Restated Pay Schedule
The City of Murrieta (City) maintains a Comprehensive Pay Schedule (Pay Schedule) that is periodically presented to the City Council for review and consideration. According to the City’s Personnel Rules (Resolution No. 91-64), the City Manager recommends adjustments to the Pay Schedule as compensation is adjusted and negotiated, and job clarifications are created or revised.
The proposed Resolution No. 26-4973 (Attachment 1) amends and restates the Pay Schedule for Fiscal Year (FY) 2026/27 previously adopted under Resolution No. 26-4949, and most recently amended by the adoption of Resolution No. 26-4955. The changes to the Pay Schedule are described in more detail below.
Title Change Only to Existing Classification
• Director of Public Works/Engineering - The classification title Director of Public Works/City Engineer is being updated to Director of Public Works/Engineering. This change is intended to accurately align the title to the organizational structure of the City’s Public Works and Engineering functions. The title change does not alter the classification specification or the existing pay range.
New Classifications and Pay Ranges
• Payroll Supervisor - The Payroll Supervisor classification is proposed to be created and added with a pay range of $98,772.93 - $120,059.11. The Payroll Supervisor will be responsible for planning, organizing, assigning, supervising, reviewing, and evaluating the work of payroll staff, and will administer the full range of complex payroll operations. The meet-and-confer process has been finalized, and the position is being allocated to the unrepresented Management, Professional, and Confidential Employees’ (MPC) Compensation & Benefits Plan.
• GIS Administrator - The GIS Administrator classification is proposed to be created and added with a pay range of $107,332.40 - $130,463.20. The GIS Administrator will provide technical leadership and direction, establish work priorities and technical standards, coordinate GIS activities across departments, and make recommendations regarding GIS operations, technology, and resource needs. The meet-and-confer process has been finalized, and the position is being allocated to the Murrieta Supervisors Association (MSA).
• Housing Specialist - The Housing Specialist classification is proposed to be created and added with a pay range of $106,661.98 - $129,648.31. The Housing Specialist will provide new specialized expertise in administering the City’s housing programs, ensure compliance with evolving State and federal housing requirements, and identify funding and development opportunities. The meet-and-confer process has been finalized, and the position is being allocated to the unrepresented Management, Professional, and Confidential Employees’ (MPC) Compensation & Benefits Plan.
Schedule of Authorized Positions
New positions, staffing changes, position reclassifications, and title corrections are periodically necessary to ensure the City's organizational structure accurately reflects operational needs and prior City Council actions. Staff recommends that the City Council approve the proposed updated Schedule of Authorized Positions for Fiscal Year 2026/27 (Attachment 2).
The City Council most recently updated the FY 2026/27 Schedule of Authorized Positions on August 18, 2026. The proposed update to the Schedule of Authorized Positions reflects changes not previously approved by the City Council. The update includes the removal of one (-1) Landscape Architect and one (-1) Traffic Signal and Lighting Superintendent until job classification specifications and bargaining unit allocations are finalized. These changes result in a net decrease of two authorized Full-Time Equivalent (FTE) positions.
In addition, staff recommends updating the schedule to reflect the proposed title change from Director of Public Works/City Engineer to Director of Public Works/Engineering to align with the Comprehensive Pay Schedule.
Presenting the updated Schedule of Authorized Positions concurrently with the Comprehensive Pay Schedule ensures both documents remain accurate and consistent with the City’s currently authorized positions and approved classification pay ranges.
Classification Specifications
In addition to amending the Pay Schedule and updating the Schedule of Authorized Positions, staff recommends that the City Council adopt the classification specifications for the new positions whose unit allocation has been finalized, including Payroll Supervisor (Attachment 3), GIS Administrator (Attachment 4), and Housing Specialist (Attachment 5). Classification specifications for positions with pending allocations will be brought back to the City Council for formal adoption at a future date.
PUBLIC NOTICING
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
CEQA AND REGULATORY OVERVIEW
This action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly.
FISCAL IMPACT
The budgetary impact of the amended and restated pay schedule will be incorporated into the FY 2026/27 Second Quarter Operating Budget.
