PRIOR ACTION/VOTE

In July of 1991, the City Council adopted Ordinance No. 3, establishing the Murrieta Municipal Code, and adopting parameters for a City seal for the City of Murrieta (Vote 5-0).

CITY COUNCIL GOAL

Foster and promote an engaged, connected and caring community.

BACKGROUND

In 1991, the City of Murrieta (City) was formed as a local government agency. As part of the formation process, Ordinance No. 3 enacted Murrieta Municipal Code Sections 1.12.010 and 1.12.020. These codes authorize a City seal and require the seal to be circular in form, not less than two inches in diameter, with the following words around the circumference: "City of Murrieta, California," and "Incorporated July 1, 1991."

Several months later, on November 12, 1991, the City Council adopted a City seal that incorporated historic elements of 'Murrieta's past, including a depiction of the Gem of the Valley as a symbol of the 'City's beauty and promise of growth (Attachment 1 - Figure A).

Throughout the years, the City unofficially assumed a variety of taglines and marketing logos that fit the sign of the times for Murrieta, such as, "The Future of Southern California".

In 2017, during the rebranding process evaluations, it was determined that the "Gem of the Valley" should be removed from the City seal and all marketing materials to move to a more unified reflection of Murrieta. In addition, the City Council agreed to modify the seal for use on the City street signs. The updated City seal also slightly modifies the appearance of the wheat to be more realistic. These changes have been well received and are on City street signs as they are replaced. To restate these changes for clarification, at this time, staff would like to request that City Council formally adopt the new City seal, as revised in 2017 (Attachment 1 - Figure B) for Citywide use.

The City seal will continue to be used for purposes of certifying official records and instruments of the City of Murrieta, such as letters, proclamations, permits, and plans.

FISCAL IMPACT

There is no fiscal impact.
