PRIOR ACTION/VOTE
On June 6, 2023, the City Council approved Resolution No. 23-4671, adopting the City's Operating Budget for Fiscal Years 2023/24 and 2024/25 (Vote: 5-0).
CITY COUNCIL GOAL
Provide a high level of innovative public safety.
BACKGROUND
In September 2024, the Police Department submitted an application for a grant from the United States Department of Justice (DOJ) to supplement the purchase of a gas mask fit machine. This is a Federal grant from the DOJ passed through the County of Riverside. The full award is for $13,340, and must be used to provide additional personnel, equipment, supplies, contractual support, training, technical assistance, and information systems for criminal justice or civil proceedings.
As the City is part of a joint group with the County of Riverside acting as the Fiscal Agent, the County will retain 10% ($1,334) of the total grant award for administrative costs associated with managing the grant.
The gas mask fit machine, also known as a respirator fit tester, is crucial for ensuring that police officers' respirators are properly fitted, in compliance with Occupational Safety and Health Administration (OSHA) guidelines. Respirators must undergo a fit test to confirm a secure seal that will prevent the leakage of toxic gases or particles.
Utilizing the Respirator Fit Tester ensures that officers are properly protected against a wide range of hazardous materials, including:
• Chemical, Biological, Radiological and Nuclear agents;
• Toxic industrial chemicals; and
• Toxic industrial materials.
The respirator fit tester will help safeguard officers from exposure to these dangerous substances during critical operations and provide a more reliable means of ensuring their safety.
FISCAL IMPACT
The estimated cost of a respirator fit tester ranges between $16,000 and $20,000. The $12,006 Edward Byrne Memorial Justice Assistance Grant (JAG) Grant will supplement this purchase. The Police Department has identified savings in Fiscal Year 2024/25 Operating Budget account 1103120-60480 and will process a budget adjustment to the correct Object Code for the purchase, once this grant is approved.
