ABSTRACT

Adoption of this resolution approving a Program Supplement Agreement with Caltrans will enable the In-Pavement LED Lighted Crosswalk Project, CIP No. 13034, to be advertised for construction and eligible for reimbursement of approximately $250,000 in construction costs through an approved Highway Safety Improvement Program (HSIP) grant. The overall project consists of installing in-pavement LED lights and pedestrian push buttons at five uncontrolled mid-block crosswalks near four school sites.

PRIOR ACTION/VOTE

On December 4, 2018, the City Council adopted Resolution 18-4011, authorizing the Mayor to sign the Master Agreement 08-5464F15 between the City of Murrieta and Caltrans (Vote: 3-0, 2 absent).

 

On May 7, 2019, the City Council adopted Resolution 19-4071, accepting the Highway Safety Improvement Program (HSIP) Cycle 9 Funding Grant in the amount of $247,435, for the In-Pavement LED Lighted Crosswalk project, CIP No. 13034 (Vote: 5-0).

 

On April 19, 2022, the City Council adopted Resolution No. 22-4546, approving the Right of Way Certification for the In-Pavement LED Lighted Crosswalk project, CIP No. 13034 (Vote: 5-0).

 

On June 3, 2025, the City Council adopted Resolution No. 25-4836, approving the Fiscal Year 2025/26 to 2029/30 Capital Improvement Plan, which included In-Pavement LED Lighted Crosswalk Project, CIP No. 13034 (Vote: 5-0).


STRATEGIC ALIGNMENT

The City Council’s goal of planning, programming and creating infrastructure development is associated with this administrative priority.

 

DISCUSSION

The In-Pavement LED Lighted Crosswalk project consists of the installation of in-pavement LED lighted crosswalks and curb ramps at five uncontrolled mid-block crosswalk locations near four school sites. The five crosswalk locations are as follows:

 

                     Alta Murrieta Drive at Daphne Drive, near Alta Murrieta Elementary School;

                     Alta Murrieta Drive at Ridgeplume Drive, near Alta Murrieta Elementary School;

                     Las Brisas Road at Garin Drive, near Avaxat Elementary School;

                     Via Alisol near Amber Lane, near Cole Canyon Elementary School; and

                     Via Santee at Via Cadiz, near Rail Ranch School.

 

The project proposes installing LED lights embedded in the pavement at the edge of the crosswalks. Pedestrian push buttons will allow crosswalk users to activate the LED lights. The project will improve pedestrian and schoolchildren's safety as they cross the above public streets to and from the school sites.

 

On August 21, 2018, the City submitted an application to the State of California Department of Transportation (Caltrans) requesting Federal Highway Administration (FHWA) HSIP grant funding for the Project. The HSIP funds are derived from a federal funding allocation of $182 million designated specifically for pedestrian safety projects and other safety-related projects. On May 7, 2019, on behalf of the FHWA, Caltrans programmed $247,435 of HSIP funds to the project. On April 19, 2022, the City adopted a resolution certifying that no right-of-way acquisition is required for this project. On May 24, 2024, Caltrans notified the City that the Right-of-Way Certification has been accepted and to move forward with requesting authorization for construction.

 

The City requested authorization to proceed with construction from Caltrans on June 20, 2025. Approval from Caltrans was granted on November 7, 2025, with a total project cost estimated to be $650,000, of which $247,435 will be paid for by the HSIP Grant. The City is required to provide the remaining funding, which will be appropriated from available Gas Tax funds.

 

Caltrans has recently submitted to the City a Program Supplement Agreement (PSA) No. 023-N for approval.  This PSA is necessary for the City to be reimbursed by Caltrans for the construction phase of the project.

 

PUBLIC NOTICING

The agenda item has been noticed according to the Brown Act (72 hours in advance of

the meeting at which the City Council considers the item).

 

CEQA AND REGULATORY OVERVIEW

 

This action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly.

 

FISCAL IMPACT

The project is currently funded with $247,435 HSIP funds and $50,000 of Gas Tax funds. An additional appropriation of approximately $350,000 of Gas Tax funds will be needed once the construction contract is awarded for the project.
