Adopt Resolution No. 25-4846 entitled: A Resolution of the City Council of the City of Murrieta, California, Accepting the Fiscal Year 2024 Emergency Management Performance Grant Program Award and Amending the Fiscal Year 2024/25 Operating Budget to Allocate and Appropriate the Grant Funds.
Accept the Fiscal Year 2024 Emergency Management Performance Grant program award;
Amend the Fiscal Year 2024/25 Operating Budget to allocate and appropriate the grant funds for $15,503; and carry over any unused grant budget to Fiscal Year 2025/26; and
Authorize the City Manager, or their designee, to sign and submit all necessary grant-related documents and take actions required to accept and implement the grant.

PRIOR ACTION/VOTE
On June 6, 2023, the City Council of the City of Murrieta adopted Resolution No. 23-219, approving the Operating Budget for Fiscal Years 2023/24 and 2024/25 (Operating Budget) (Vote: 4-0-1).

BACKGROUND
Murrieta Fire & Rescue (MFR) submitted a sub-grantee application for the Fiscal Year (FY)24 EMPG to continue working with the California Office of Emergency Services. The grant is part of the federal Homeland Security fund that, in part, provides training support for emergency personnel and disaster preparedness at state and local levels. The County of Riverside Office of Emergency Services received its annual EMPG award from the California Office of Emergency Services (Cal OES) and is authorized to allocate awards to the approved sub-grantee applicants. On April 23, 2025, MFR received the EMPG award letter via email from the granting agency for $15,503.
The grant performance period for the EMPG starts on July 1, 2023, and ends on December 31, 2025. The purpose of the grant is to provide supplies, equipment, and training covering disaster preparedness for medical operations, disaster response, and team organization. The award funds for the FY24 EMPG will be allocated to support emergency disaster preparedness personnel or consultant costs and education materials on emergency and disaster preparedness for ongoing community awareness. There is a dollar-for-dollar match requirement for this grant. Funding is available in the Fire Department’s budget to cover the required match.
FISCAL IMPACT
A new budget appropriation is needed to establish the revenue and expenditure budgets for the acceptance of the grant. Staff recommends that the City Council establish a revenue budget in the amount of $15,503 in the Homeland Security Grant Fund 377, titled “Intergovernmental Revenues-Federal” (42222) and establish the appropriation in the amount of $15,503 in Object Code 53900, for personnel costs.
