PRIOR ACTION/VOTE
On November 19, 2024, the City Council authorized the purchase of a Public Safety Mobile Command Center (Vote 5-0).
CITY COUNCIL GOAL
Provide a high level of innovative public safety.
BACKGROUND
The City of Murrieta (City) obtained $900,000 in federal grant funds through Congressman Darrell Issa’s Community Project Funding Request. The Department of Justice administers the funding through the COPS Technology and Equipment Program (TEP). The City completed its application for federal funding on July 1, 2024, and was notified of the award on September 30, 2024. The City will use grant funding and other local funds to purchase and furnish a new mobile command center for use by the Murrieta Police Department.
The mobile command center’s primary mission is to support emergency responders due to the number of public safety events held in the City of Murrieta, providing the team with a much-needed operations center to manage critical incidents more efficiently. The mobile command center would also be deployed during an Emergency Operations Center activation in the City of Murrieta if needed.
Regionally, the Murrieta Police Department partners with all Riverside County law enforcement agencies to leverage resources, including mobile command centers, through formal mutual aid requests. This new mobile command center will serve as a regional asset for Southwest Riverside County communities, including Temecula, Hemet, Menifee, French Valley, Lake Elsinore, and Wildomar.
FISCAL IMPACT
Amend the Fiscal Year 2024/25 Operating Budget and Capital Improvement Plan Budget by establishing an appropriation in a special revenue fund as shown below and amend the CIP project budget up to 10% or $167,844.63, if needed, to account for any unanticipated cost or additional equipment needed to fully equip the new Mobile Command Center.

• Expenditure Appropriation of $900,000 GL 3777500-71030 / JL 21022377-200
This grant is reimbursable in nature, requiring the City to expend funds prior to requesting reimbursement.
