Approve a Public Works Contract for Alderwood Clubhouse Technology Retrofit  between the City of Murrieta  and Amergroup Inc. dba American Security Group, in an amount not to exceed $232,042.60;

 

Approve the exception to bidding requirement in accordance with Municipal Code Section 3.08.280(i); and

 

Authorize the City Manager to execute all agreements.

PRIOR ACTION/VOTE

On December 17, 2019, the City Council adopted Resolution No. 19-4185, awarding the contract for the Closed-Circuit Television, Video Management System, and Access Control System Project (Vote: 5-0).


CITY COUNCIL GOAL

Provide a high level of innovative public safety.

 

BACKGROUND

The Alderwood Clubhouse (Project) opened in 2021 and is the first community center in the City of Murrieta’s (City) north side. It is a multi-use facility that houses many of the City’s recreation programs and is available for public reservations, including meetings and events. At the time of construction, however, the Clubhouse was not equipped with any forms of technology. To increase security, ensure retention protocols, and provide more options for reservations, staff is requesting a technology retrofit for the building.

 

In 2019, the City entered into an agreement with Amergroup Inc. to design and install comprehensive video surveillance and access control systems similar to those found at City Hall, the Murrieta Public Library, and Murrieta Police Department facilities. To maintain system consistency across City properties, staff recommends that the City Council approve the exception to the bidding requirements and award the contract to Amergroup Inc In addition, the original Amergroup contract for prior projects followed all necessary bidding requirements. Murrieta Municipal Code Section 3.08.280(I) allows exceptions for the acquisition of information technology software and related services on the basis of requirements and specific evaluation criteria established by the City, which result in the best value to the City.

 

The scope of work will add access control, IP video, intrusion, data, and A/V systems. Specifically, the installation will include four (4) motion detectors, eight (8) cameras, two (2) network switches, four (4) card readers, speakers, smart display, and all necessary wiring, drops, and connections. The Project comes with a one-year maintenance warranty, after which ongoing maintenance will be incorporated in the City’s existing annual maintenance agreement.

 

FISCAL IMPACT

The total fiscal impact of this contract is $232,042.60. Funding for this project has already been allocated in CIP 22027.
