Approve Change Order No. 2 with DeepSeas, in the amount of $4,532, for a new contract total not to exceed $79,331.96 for cyber security services;
Authorize the City Manager to execute Change Order No. 2 with DeepSeas; and
Amend the Fiscal Year 2023/24 Operating Budget to appropriate an additional budget of $4,532 in the Information Services Fund (726).

BACKGROUND
On June 27, 2022, the City of Murrieta (City) entered into an agreement with Tracepoint LLC for Endpoint Managed Detection and Response services (EMDR), including licenses for the Carbon Black software. The services include monitoring the City's computer network to identify malicious activity and enable the ability to terminate and remove malicious files from the system. This agreement was in response to the cyber security incident the City experienced in May 2022.
On October 18, 2022, the City was informed that Tracepoint LLC would be sold to a new company called DeepSeas. The City agreed to this transition, and DeepSeas has subsequently managed the City's EMDR services.
The City Manager approved Change Order No. 1 on July 5, 2023, to extend the original agreement term for another year from June 24, 2023 to June 26, 2024. Due to the influx of staffing needs for the City, Change Order No. 2 adds 50 additional licenses to cover the equipment provided to new employees. These additional licenses will include the 24/7 EMDR services. The number of monitored endpoints will increase from 550 to 600.
Change Order No. 2 requires City Council approval, as it brings the contract over the $75,000 threshold for City Manager authorization.
FISCAL IMPACT
The cost for 50 additional licenses is $4,532 for Fiscal Year 2023/24. This expense is paid out of account code 726830-62160 within the Information Technology Operating Budget. An additional appropriation of $4,532 from the Unassigned Fund Balance is requested for the additional licenses.
