ENVIRONMENTAL
The proposed action is not a “project” as defined in California Environmental Quality Act (CEQA) Guidelines (Title 14, Division 6, Chapter 3 of the California Code of Regulations), Section 15378(b)(4), because it involves citywide budget allocations, which, on its own accord, will not cause a significant environmental impact. The individual projects will be evaluated in accordance with the CEQA Guidelines prior to implementation.
PRIOR ACTION/VOTE
On May 8, 2024, the Planning Commission of the City of Murrieta passed and adopted Resolution No. 2024-04 confirming that the new proposed additions to the Capital Improvement Plan for Fiscal Years 2024/25 through 2028/29 were in conformance with the City of Murrieta General Plan 2035. (Vote 5-0).
BACKGROUND
The City of Murrieta’s (City) Capital Improvement Plan (CIP) is a master plan addressing a long-term funding strategy to implement non-recurring major construction or repair projects, or major master plan documents. CIP projects may include:
• Acquisition of land and right-of-way.
• Construction of buildings, roadways, bridges, drainage, and parks, including major repair, reconstruction, or replacement of existing capital improvements.
• Purchase of major equipment.
Annually, the City Council, per California Government Code section 65403, adopts the five-year CIP to appropriate funding for new projects and amend existing projects as needed. On May 6, 2025, as part of the City’s budget adoption process, staff presented the proposed new CIP projects to the City Council during a workshop. The City Council is aware that staff is presenting the CIP project additions to the Planning Commission for a finding and recommendation regarding conformity with the City’s General Plan 2035 (General Plan).
California Government Code (GC) Section 65401 generally provides that if a general plan or a part thereof has been adopted, a list of the proposed projects shall be sent to the city planning agency for review and to report their conformity with the adopted general plan.
The proposed CIP projects are being presented to the Commission to determine whether each project is consistent with the goals and policies of the General Plan. The purpose of this review by the Commission is limited to the review of conformance with the General Plan’s applicable goals and policies in accordance with GC Section 65401. It does not include the review or recommendation of the individual CIP projects.
The CIP for FY 2025/26 through 2029/30 provides the following new projects, as attached and described under Exhibit A. The Commission must determine conformity with the General Plan for 19 new projects, including 6 new construction projects and 13 citywide annually recurring projects. The last column of the CIP summary (Exhibit A) references the corresponding General Plan goal or policy; the full text for the goals and policies is provided in Exhibit B.
At a future City Council Meeting, tentatively scheduled for June 3, 2025, the City Council will evaluate the proposed CIP projects based on need, availability or restrictions on funding, timeliness, and resources.
Staff have reviewed the proposed capital improvement projects in conjunction with the General Plan and recommend that the Planning Commission find that the CIP covering FY 2025/26 through 2029/30 is consistent with the General Plan.
