Amend the Fiscal Year 2025/26 Capital Improvement Plan budget to appropriate $175,000 for Capital Improvement Project No. 22042;
Approve the use of the General Fund unassigned funds in the amount of $175,000;
Award the construction contract for the Alderwood Pickleball Courts Project, Capital Improvement Project 22042, to the lowest responsible bidder, Micon Construction, Inc., in the amount of $307,628.60, plus a 15% contingency; and
Authorize the Mayor to execute the agreement.

PRIOR ACTION/VOTE
On June 3, 2025, the City Council approved the Capital Improvement Plan for Fiscal Years 2025/26 to 2029/30 (Vote: 5-0).

DISCUSSION
The popularity of pickleball has continued to grow rapidly within the City of Murrieta (City), increasing the demand for public court facilities. Currently, there are a total of four (4) pickleball courts in the City. B Street Station Park, adjacent to the Senior Center, has two (2) courts, and Alderwood Park, on Baxter Road, has two (2) dedicated pickleball courts. These existing courts frequently experience capacity constraints and extended wait times, indicating that the current number of courts is insufficient to meet the community's recreational needs for this sport.
Staff evaluated the feasibility of constructing additional pickleball courts at several park sites in the City. Alderwood Park was selected because it has existing restrooms, parking, and sufficient space and topography to accommodate three (3) additional courts. The pickleball player community also expressed interest in having more courts at a single location, since pickleball is a social sport.
Improvements for the project include the construction of a concrete slab, specialized court coatings, court dividers, 10-foot perimeter fencing with screening, walkways, and stormwater treatment measures.
A competitive bid opportunity for this project was published to PlanetBids on October 8, 2025, and publicly advertised in a regional newspaper on October 13, 2025, and again on October 23, 2025. The City received thirteen (13) bids before the deadline of 2 p.m. on November 3, 2025, as follows:

The total bid amount was the basis for awarding the project. The bids were reviewed, and the item prices were found to be consistent with today's construction market rates.
Staff recommends that the contract be awarded to the lowest responsible bidder, Micon Construction, Inc., in the amount of $307,628.60, plus a fifteen percent (15%) contingency of $46,144.29. No bid protests were received for the project.
Additionally, the project includes approximately $70,000 in soft costs for construction management, labor compliance, geotechnical support, landscape inspection, and signage.
Construction of the new pickleball courts is expected to be complete by May 2026.
FISCAL IMPACT
The total fiscal impact for the construction contract is $307,628.60, plus a fifteen percent (15%) contingency of $46,144.29. The estimated soft costs for this project are $70,000.
The estimated total cost of the Pickleball Courts Project-including design, construction, and soft costs-is approximately $575,000. The City Council previously approved this project with a budget of $400,000, funded by the General Fund and Measure T Fund Unassigned Fund Balance.
Therefore, staff recommends amending the Fiscal Year 2025/26 Capital Improvement Plan budget to appropriate an additional $175,000, for Capital Improvement Project No. 22042.
