PRIOR ACTION/VOTE
On September 5, 2024, the Parks and Recreation Commission Board motioned to bring the Adopt-A-Trail item back at the November 7, 2024 agenda for further review and discussion (Vote: 3-0-2).1

On November 7, 2024, the Parks and Recreation Commission Board approved the recommended changes to the Adopt-A-Trail program (Vote: 3-0-2).2

CITY COUNCIL GOAL
Coordinate and deliver responsive, effective community services.

BACKGROUND
Last November, the Parks and Recreation Commission had a discussion on updates to the forms and procedures for the department's Adopt-A-Trail Program. The discussion included the possibility of creating a sponsor program for trails that businesses, unable to provide on-site support, might do so monetarily. Staff set about researching and drafting the program guidelines and came up with a two-pronged approach encompassing both programs called Choose Youth Path, complete with its own branding that could be included on various merchandising and advertising opportunities.

The City of Murrieta's Choose Your Path: Adopt-A-Trail and Sponsor-A-Trail programs invite residents, organizations, and businesses to play an active role in preserving and enhancing the City's natural beauty. These initiatives provide opportunities for hands-on involvement and financial contributions that support maintenance, clean-ups, and environmental stewardship across Murrieta's trail system.

Adopt-A-Trail
* Open to community volunteers interested in conducting clean-ups and trail enhancements;
* A valuable opportunity for team-building, youth involvement, and civic engagement;
* Supports all trails across the City.

Sponsor-A-Trail
* Offers businesses and organizations a chance to fund trail beautification efforts while increasing brand visibility;
* Contributions support tools, waste receptacles, repairs, and enhancements;
* Promotional benefits vary by sponsorship tier:

Level & Support
Benefits
Level 1 - $250
Name on City website, trailhead signage, social media thank-you, purchase of program tools (e.g., trash bags, pickers, safety vests)
Level 2 - $500
Logo on City website, signed thank-you letter from City Manager, Murrieta trails water bottles (up to 10), purchase of dog waste receptacle and includes all Level 1 benefits
Level 3 - $1,000
Feature in Murrieta magazine, signed proclamation from the Mayor, free booth space at a City event, purchase of trash bin and includes all Level 1 & 2 benefits

Applications are available on the City website for the Adopt-A-Trail program with information relating to the Sponsor-A-Trail program soon to follow. Participation in either program helps promote environmental awareness, community pride, and lasting contributions to Murrieta's outdoor spaces.

Request for Board Input
To further enrich the program's legacy and ensure alignment with community needs, staff welcomes the Commission's feedback and suggestions on the following:
* Are there any thoughts on the branding that staff can discuss with Public Information Officer (PIO)?
* Are the sponsor amounts appropriate?
* Are there other forms of recognition staff should consider?
* Additional thoughts or suggestions?

FISCAL IMPACT
There are minor costs associated with the replacement of trash pickers and safety vests that are loaned out to trail clean up volunteers as well as identification signage.
