ABSTRACT
Staff has deemed construction of the Los Alamos Hills and Torrey Pines Park Synthetic Turf Replacement Project, CIP No. 22039, to be substantially complete and recommends accepting the improvements and having the City Clerk record a Notice of Completion (NOC).

Direct the City Clerk or her designee to record a Notice of Completion and release bonds in accordance with State law and City Ordinances; and
Release any remaining retention from CIP No. 22039 in accordance with State law and City Ordinances.

PRIOR ACTION/VOTE
On June 3, 2025, the City Council approved Resolution No. 25-4836, approving the Capital Improvement Plan Budget for Fiscal Year 2025/26, and the Fiscal Year 2025/26 to 2029/30 Capital Improvement Plan, which included the Los Alamos Hills and Torrey Pines Park Synthetic Turf Replacement Project, CIP No. 22039 (Vote: 5-0).
On November 4, 2025, the City Council awarded the construction contract for the Los Alamos Hills and Torrey Pines Park Synthetic Turf Replacement Project, CIP No. 22039, to Horizons Construction Company International, Inc., in the amount of $994,850.36 (Vote: 5-0).
STRATEGIC ALIGNMENT
This item aligns with the City Council goal of: coordinating and delivering responsive, effective community services relating to an administrative priority.
DISCUSSION
Construction began on January 5, 2026, and was deemed substantially complete on April 1, 2026. The project consisted of the removal and replacement of a synthetic turf soccer field at Los Alamos Hills Sports Park and a baseball field at Torrey Pines Park. The Project is funded utilizing Measure T funds.
Final payment, other than retention, has been made to the contractor, and the project was successfully completed within the original contract value. Staff inspected the improvements and found them to be satisfactory for formal acceptance.
PUBLIC NOTICING
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
CEQA AND REGULATORY OVERVIEW
This project is recommended for exemption from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines because the project consists of operation, repair, and/or replacement of an existing facility with no expanded use.
FISCAL IMPACT
The total final construction cost is $994,850.36, which matches the approved contract award amount. The anticipated overall total project costs, including permits, design, administration, inspection, and construction, is approximately $1,027,768.45. Funding was provided from Measure T Fund in CIP No 22039.
Any unspent project funds remaining after completion of the Capital Improvement Project shall revert to the respective fund’s available balance. Finance staff will prepare the required budget and accounting entry to reflect the updated fund balance.
