BACKGROUND

The City has received a request from a resident to install bike lanes on Adams Avenue between Magnolia Street and Valor drive, to provide designated lanes for bicyclists.

City staff presented this item at the April 7, 2024 Traffic Commission meeting, with the recommendation to install bicycle lanes on Adams Avenue, between Magnolia Street and Valor Drive.  After public comments, it was moved by the Commission to postpone the item until the next Traffic Commission meeting.

Adams Avenue at its intersection with Magnolia Street and Valor Drive is controlled by all-way stops.  This portion of Adams Avenue is built to its two-lane collector classification per the City’s General Plan Circulation Element, consisting of one travel lane in each direction. Per the City’s General Plan Trails and Bikeways Map, striped Class II bike lanes are planned for this segment of Adams Avenue, however, at the present time, the bike lanes are not yet striped along this segment Adams Avenue, and vehicles are permitted to park along both sides of the street. Bike lanes are currently striped south of Valor Drive, all the way to Kalmia Street.  The speed limit along this segment of Adams Avenue is posted at 25 mph.

The proposed bike lanes are consistent with City’s General Plan Trails and Bikeways Map, where bike lanes are shown along Adams Avenue from Nutmeg Street to Kalmia Street. This proposed striping will remove parking along the west side of the road and the new configuration will consist of the following:

Northbound Direction:

•                     11’ travel lane

•                     2’ buffer

•                     5’ bike lane

•                     8’ parking

Southbound Direction:

•                     11’ travel lane

•                     5’ bike lane

Staff performed a site visit to document the number of available parking spaces for each of the 16 single family homes along this stretch of Adams Avenue.  Each home currently has 5 to 7 available parking stalls, between garage parking (parking within each garage was assumed to be available), driveway parking, and curb parking along the east side of Adams Avenue.  A total of 109 parking spaces were counted for the 16 homes, which is an average of 6.8 spaces per home.

Staff recommends the installation of bicycle lanes on Adams Avenue between Magnolia Street and Valor Drive.

FISCAL IMPACT

The proposed improvements are anticipated to cost $15,500.00. Funding is available in the City’s Operating Budget as part of our Annual On-Call Street Striping and Pavement Marking Service; and will utilize Measure A and Gas Tax funds.
