Receive and file this report providing an update on the status of City Council priority projects since the priorities were last reviewed and confirmed at the City Council Workshop on February 10, 2025.

PRIOR ACTION/VOTE
On February 10, 2025, the City Council held a workshop to review the City’s top priorities through a tiered system (Non-action item).
On July 31, 2024, the City Council held a workshop to establish a tiered list of the City’s projects based on factors such as priority and funding availability (Non-action item).

Maintain a high performing organization that values fiscal sustainability, transparency, accountability and organizational efficiency.
DISCUSSION
On February 10, 2025, the City Council held a workshop to conduct a comprehensive review of the City of Murrieta’s (City) top priorities, organized through a three-tiered system. This tiered framework was first established during a previous workshop in July 2024. At the February session, the City Council reviewed the status of each project, reassessed their prioritization, and, by consensus, confirmed or adjusted the level of priority as needed. Several new projects were also added to the list. The purpose of this prioritization process is to ensure the City is effectively addressing community needs and enhancing services that are vital to the community’s growth and well-being. The resulting list provides strategic direction to staff on where to focus time and resources, while also offering transparency to community stakeholders about the City’s key initiatives.
The three (3) tiers are defined as follows:
• Tier 1 – Projects are fully-programmed with strategies, workplans, and dedicated resources. While the individual Tier 1 projects may not be fully-funded to completion, work is underway on the current phase by staff and consultants, and the project is generally funded for that phase and potentially beyond;
• Tier 2 – Projects are partially-programmed with conceptual strategies, but additional work plans and/or resource dedication are necessary; and
• Tier 3 – Projects are unprogrammed and not yet prioritized by City Council pending development of strategies, workplans, and dedicated resources. They have generally been identified as something of interest and importance but not funded and/or not a major staff work plan item.
Significant highlights from each Tier include:
Tier 1 –
• Amphitheater parking lot – Completed
• Closed escrow on Fire Station 6 property – Completed
• City Hall roof replacement – Completed
• Groundbreaking for Murrieta Hot Springs Road Widening – Completed
• Tot-lot renovations/replacements – Completed
• Ribbon Cutting for Glen Arbor Dog Park – Completed
• Murrieta Innovation Center generator – In progress, near completion
Tier 2 –
• Public Safety Training Facility Conceptual Design – Completed
• PD Building Improvements; Funding for paint and locker rooms – Completed
• Community Pool Redesign Community Outreach – Completed
• Jefferson Street and Magnolia Street Traffic Signal Engineering Design – In progress
Tier 3 –
• City Hall HVAC replacement – Completed
• *Equestrian Center Evacuation – Policy drafted, and stakeholders meetings to take place
Attachment 1 to this report provides the status of each project prioritized as Tier 1, 2, or 3 and outlines the planned next steps.
Staff recommends that the City Council receive and file this report as part of the ongoing efforts to strengthen City governance and enhance responsiveness to community needs. The next City Council workshop is planned for January/February 2026 to review the project list and affirm the prioritization.
