PRIOR ACTION/VOTE
On February 21, 2023, the City Council approved a purchase order with Michael Baker International for Glen Arbor Dog Park project, CIP 8273, for civil design services in the amount of $190,500 (Vote: 5-0).

BACKGROUND
Capital Improvement Plan (CIP) project 8273, known as Glen Arbor Dog Park (Project) is located at the corner of Jackson Avenue and Nutmeg Street. The Project, which is partially funded by a State grant, will create a designated zone for off-leash dog use with fenced-in separation for small and large dogs. The dedicated zones for dogs will improve safety in the park and create a cohesive environment for park patrons, homeowners in the area, and maintenance services of the park. Park features will include Americans with Disabilities Act (ADA) compliant pathways, pedestrian access, and separate drinking fountains for dogs and people.
City staff conducted community outreach sessions at Glen Arbor Park in August 2023. A top request from park users and residents in the adjacent neighborhood was having a dedicated parking lot to use when visiting the park. Currently, many users park on neighborhood streets on the northern border of the park, which creates traffic on those streets and frustration for those homeowners.
City staff requested a proposal from Michael Baker International (MBI), the firm designing civil improvements for the Project, to add the design of a parking lot and ADA improvements to a curb ramp at the southwest corner of Nutmeg Street and Via De Gema Linda to their scope of work for civil design services. MBI provided costs for these services in two proposals. The first proposal (Attachment 1), in the amount of $17,000, addressed improvements to the curb ramp and provided a conceptual design exhibit and cost analysis (Attachment 2) for adding a 12-space parking lot with an entrance and exit on Nutmeg Street. The second proposal (Attachment 3), in the amount of $40,750, provides costs for taking the concept design to final plans for the improvement.
The current total budget for this project is $925,000, including design and construction. The early estimated additional cost for construction of the parking lot is approximately $170,000, plus associated soft costs. Thirty-three percent of this project will be funded by the grant, up to $247,000, with the balance of funding from the Park Land Development Impact Fee Fund.
It is anticipated that the construction drawings and bid specifications for this project will be ready in April 2024, followed by the public bidding process, which takes approximately three months. Following the estimated City Council award of a construction contract in June 2024, construction is anticipated to begin in Summer 2024.
FISCAL IMPACT
Appropriate $57,750 from Park Land Development Impact Fee Fund 133, Job Ledger 08273133-100.
