Award a contract to Applied Building for the installation of a Silicone Roofing Application for the City of Murrieta City Hall Roof Repair Project, CIP No. 10027, in the amount of $130,335 plus a fifteen percent (15%) contingency; and
Authorize the City Manager to execute the agreement and other related documents.

PRIOR ACTION/VOTE
On August 16, 2022, the City Council adopted Resolution No. 22-4601, approving the Fiscal Year 2022/23 Capital Improvement Plan (CIP) Budget and approving the Fiscal Years 2022/23 to 2026/27 Capital Improvement Plan (Vote: 5-0).

BACKGROUND
The City Hall roof is over 17 years old and showing signs of long-term wear and tear. Industry standards suggest replacing the roof every 12-20 years. Over the years, the rooftop has developed several leaks that become evident even during small weather events. In 2018, the City Council recognized that the roof was nearing the end of its life span and dedicated a Capital Improvement Project (CIP) to replace it. In Fiscal Year 2022/23, the City Council approved an appropriation of $202,000 to repair the City Hall roof (CIP No. 10027).
On June 16, 2023, the City publicly advertised a notice inviting bids for the re-roofing of City Hall using the application method of Thermoplastic Polyolefin (TPO), which is a single layer of synthetics and reinforcing scrim used to cover flat roofs. Six (6) potential bidders attended the mandatory walk-through on June 28, 2023. On July 17, 2023, five (5) vendors submitted bid proposals. Of those five bids, three were deemed valid. The lowest bid was more than $280,000 over the estimated cost. Due to the higher than anticipated costs, staff explored alternative roofing solutions.
In researching other solutions, staff found that the City Hall roof is a candidate for using silicone or acrylic roofing application methods. These approaches are less expensive than a TPO roofing system and provide a 20-year warranty. In anticipation of much lower repair costs and in accordance with the City’s Purchasing Policy, the City conducted the informal competitive purchasing procedure and requested quotes from several roofing companies specializing in the silicone application method and received three quotes. Staff recommends awarding a contract to Applied Building Services Inc., dba Applied Roofing Services (ARS), who provided the lowest quote. See table below for the list of bidders.

The agreement with Applied Building Services, Inc. dba Applied Roofing Services provides roofing services, including the application of a fluid-applied silicone roofing system in the amount not to exceed $130,335, plus a 15% contingency, for a total of $149,885.25.

Funding is available in CIP No. 10027.
