RECOMMENDATION
recommendation
Accept the improvements for the Pedestrian Safety Enhancements 2020/21 project, CIP No. 13040, and Pedestrian Safety Enhancements 2021/22 project, CIP No. 13045, as complete;
Direct the City Clerk to record a Notice of Completion and release bonds in accordance with State law and City Ordinances; and
Release any remaining retention from CIP Nos. 13040 and 13045 in accordance with State law and City Ordinances.

PRIOR ACTION/VOTE
On November 19, 2019, the City Council adopted Resolution No. 19-4183, authorizing the allocation of Community Development Block Grants funds for Fiscal Year 2020/21, and authorized the City Manager to execute the required supplemental agreements with the County of Riverside (Vote 5-0).
On December 1, 2020, the City Council adopted Resolution No. 20-4341, authorizing the allocation of Community Development Block Grants funds for Fiscal Year 2021/22, and authorized the City Manager to execute the required supplemental agreements with the County of Riverside (Vote 5-0).
On December 7, 2021, the City Council adopted Resolution No. 21-4502, authorizing the allocation of Community Development Block Grants funds for Fiscal Year 2022/23, and authorized the City Manager to execute the required supplemental agreements with the County of Riverside (Vote 5-0).
On June 20, 2023, the City Council awarded a Construction Contract for the 2020/21 Pedestrian Safety Enhancement Project, Capital Improvement Plan No. 13040; and the 2021/22 Pedestrian Safety Enhancement Project, Capital Improvement Plan No. 13045 to the lowest responsible bidder, LC Paving & Sealing, Inc., in the amount of $681,105.00, plus fifteen percent (15%) contingency (Vote 3-0-1-1).
On August 15, 2023, the City Council conducted a public hearing and adopted Resolution No. 23-4699, approving the Fiscal Year 2023/24 to Fiscal Year 2027/28 CIP budget, which included the 2020/21 Pedestrian Safety Enhancement Project, CIP No. 13040 and the 2021/22 Pedestrian Safety Enhancement Project, CIP No. 13045 (Vote: 5-0).
CITY COUNCIL GOAL
Plan, program and create infrastructure development.
BACKGROUND
Construction began on July 24, 2023, and was completed on October 20, 2023. The project consisted of the installation of pedestrian curb ramps, sidewalks, and crosswalk striping at various intersections to improve access for disabled persons under the Americans with Disabilities Act (ADA). The Project is funded utilizing Community Development Block Grant (CDBG) and Gas Tax funds. CDBG funds are federally funded through the Housing and Urban Development (HUD) and are administered by the County of Riverside Department of Housing Workforce Solutions (HWS). The project included improvements at the following intersections:
1. California Oaks Road at Clinton Keith Road;
2. California Oaks Road at Bladen Avenue;
3. California Oaks Road at Hancock Avenue;
4. Whitewood Road at Avenida Acacias;
5. Whitewood Road at Willowbend Drive;
6. Whitewood Road at Calle De Tres Amigos;
7. Whitewood Road at Blackthorne Drive;
8. Whitewood Road at Day Lily Drive;
9. Whitewood Road at Via Temprano (N);
10. Whitewood Road at Via Monserate (N); and
11. Whitewood Road at Alta Murrieta Apartments.
Final payment has been made to the contractor and the project was successfully completed just under the original contract value.
City forces have inspected the improvements and found them to be satisfactory. Staff recommends formal acceptance by City Council.
FISCAL IMPACT
The total construction costs of $681,102.90 were provided from CDBG funds in CIP Nos. 13040 and 13045. The City will be responsible for ongoing maintenance of the public improvements. The annual cost to maintain these improvements will be covered in the Public Works-Maintenance Operating Budget.
