Approve the agreement with Glass Fabrication Inc., in the amount not to exceed $61,098.03;
Authorize the City Manager or her designee to execute the agreement and all applicable
documents; and
Amend the Fiscal Year 2023/24 Operating Budget Police Department account 4020030-62000
in the amount of $61,098.03 for window replacement services.

BACKGROUND
On February 5, 2023, City Hall and the Police Department suffered multiple acts of vandalism at the hands of one individual. This individual broke and cracked a few windows during the attempt to gain entry. While the responsible party was eventually located, during an after-action review of the incident, staff determined that additional improvements are warranted in other areas. These areas cover potential entry and/or breach points and other spots where additional hardening would improve security.
The Police Department is seeking to replace the glass on these windows again with bullet-resistant glass, reusing the existing aluminum window frame to provide the required level of security. Additionally, the Dispatch Center expressed the need for additional air circulation. Glass Fabrication Inc. will also replace six windows in our Dispatch Center that face the interior courtyard to casement windows, allowing air circulation from outside.
In accordance with the City’s procurement policy, staff completed an informal competitive procedure and received three quotes for evaluation. Based on the three quotes from Glass Fabrication, Inc., Andy’s Glass & Window Co., and Glass Doctor, staff recommends awarding the contract to the lowest responsive, responsible bidder.
FISCAL IMPACT
The approval of this contract will amend the Fiscal Year 2023/24 Operating Budget by increasing appropriation in account number 4020030-62000 in the amount of $61,098.03 for window replacement services.
