BACKGROUND

With the success of having many auto-related services in the Auto-Mall area, staff have identified specific businesses that are using our public streets to park the vehicles that they are servicing and/or selling. Some of these businesses also have their employees parking on public streets, whereas the City’s Development Code (Murrieta Municipal Code Title 16) requires that business owners accommodate such parking off-street. This has led to ongoing complaints by other businesses in the area that their customers are not able to park conveniently on adjacent public streets.

Code Enforcement and Planning are working with each business that has challenges in complying with Municipal Code requirements or applicable use permit conditions. Staff have sent letters to businesses and facilitated in-person meetings to discuss the identified issues and potential solutions for those who have responded.

On October 17, 2024, staff held a workshop and invited the auto-related businesses located within the Auto-Mall area. As a result of the workshop, some businesses have taken steps to improve their operations to keep customer vehicles off public streets. Unfortunately, a few businesses continue to rely upon City streets for the overflow of customer vehicles in addition to other safety issues.

As will be explained at the informational workshop, staff are moving toward updating parking signs in the area to prohibit vehicle parking from midnight to 5 AM, essentially prohibiting overnight parking in this specific area of the City. Also, staff are working on a revised striping plan for some of the public streets that will add additional parking spaces and delineate parking spaces. Once these items are completed, staff will then move toward fines for those businesses that continue to contribute to public safety issues and ignore City warnings and even revocation of City Business Licenses and/ or use permits.

NOTICING

The workshop was noticed in accordance with Chapter 16.76 of the Development Code with an ad in the Press Enterprise newspaper, a posted sign on the property and notices mailed to all property owners within the Auto-Mall area.
