Approve the On-Call Professional Services Agreement with National Data & Surveying Services, Inc. in an amount not-to-exceed $100,000;


Approve the On-Call Professional Services Agreement with Transportation Studies, Inc. in an amount not-to-exceed $100,000; and

 
Authorize the City Manager to execute the Agreements and any subsequent extensions within the approved threshold.

DISCUSSION

The City of Murrieta issued a Request for Proposals (RFP) for on-call professional traffic count services to support traffic engineering, planning, and safety initiatives. A total of three (3) firms submitted proposals, including:

 

                     Field Data Services of Arizona, Inc.;

                     National Data & Surveying Services, Inc.,; and

                     Transportation Studies, Inc.

 

Field Data Services (FDS) submitted their proposal, demonstrating over 33 years of experience in traffic data collection across the western United States. FDS operates more than 200 classification/speed counters and 50 video turning movement count units, with proven projects for the cities of San Diego, Chula Vista, El Cajon, La Mesa, and Oceanside. Sharon Morris, President, will serve as the primary contact and project manager, supported by a field supervisor, technicians, and staff dedicated to oversight, data collection, and quality assurance.

 

National Data & Surveying Services, Inc. (NDS) submitted their proposal, demonstrating over 36 years of experience in traffic data collection across the nation. NDS operates as the largest traffic data collection firm with over 100 full-time employees, having conducted over 700 studies in Murrieta and the surrounding areas over the past year. Abraham Tashman, President, will serve as the primary contact, supported by a Project Manager, a Project Coordinator, and over 20 full-time staff dedicated to oversight, data collection, and quality assurance.

 

Transportation Studies, Inc. (TSI) submitted their proposal, demonstrating over 28 years of experience in the traffic data collection field. TSI has provided over 25 years of experience to the City of Murrieta in all facets of traffic data collection. Patti Tolton, President, will serve as the primary contact and project coordinator, supported by a Vice-President, a Field Technician, and a Video Technician dedicated to oversight, data collection, and quality assurance.

 

The proposed Agreements establish on-call services with the above three (3) referenced vendors, effective upon execution through June 30, 2028, with options for three (3) one-year extensions. The total not-to-exceed for the base period beginning on December 2, 2025, and ending on June 30, 2028, is $40,000 per vendor, covering all labor, materials, and pre-approved reimbursable expenses. If the three one-year extensions are executed, the total would increase to $100,000 per vendor.

 

Staff recommends approval of the three (3) agreements and authorization for the City Manager to execute option periods if the need is present. These on-call Agreements provide flexible, cost-effective access to specialized traffic data that is essential for informed decision-making, with no minimum expenditure commitment. Having three firms on-call for this type of work provides flexibility and options based on individual firm availability to complete traffic studies as the need arises. Funding will be drawn from the Traffic Engineering Operating Budget or traffic related CIP Budgets as tasks are assigned.

 

FISCAL IMPACT

The proposed agreements authorize a not-to-exceed amount of $300,000 for on-call traffic count services for all three (3) vendors from December 2, 2025, to June 30, 2031, with no-guaranteed minimum expenditure and costs incurred only upon City approval. Funding will be allocated from the Traffic Engineering Operating Budget or traffic-related CIP Budgets on an as-needed basis.
