PRIOR ACTION/VOTE

On July 2, 2024, the City Council adopted Resolution No. 24-4768, approving the Fiscal Year 2024/25 Comprehensive Salary Schedule (Vote: 5-0).

BACKGROUND

The City of Murrieta (City) maintains a Comprehensive Pay Schedule (Pay Schedule) that is regularly presented to the City Council for consideration. Employees of the City receive a rate of pay within the established range for their job classification. The Pay Schedule is maintained in compliance with State regulations and is intended to ensure transparency and consistency when reporting compensation for City employees to the California Public Employees Retirement System (CalPERS).

 

The Pay Schedule is also intended to satisfy the requirements of the Public Employees Retirement Law and California Code of Regulations (CCR) at 2 CCR 570.5 that public agencies contracting with CalPERS adopt a “Publicly Available Pay Schedule” for purposes of determining an employee’s “compensation earnable,” that is used to calculate retirement benefits.

 

The positions listed in the Pay Schedule may or may not be budgeted or funded in any given fiscal year. The City Council typically authorizes and funds specific positions during the adoption of the biennial budget and ongoing budget updates.

 

According to the City's Personnel Rules (Resolution No. 91-64), the City Manager recommends adjustments to the Pay Schedule as salaries are adjusted and negotiated, and job classifications are created or revised. The proposed Resolution No. 24-4781 (Attachment 1) amends and restates the Pay Schedule for Fiscal Year 2024/25 and incorporates the Cost-of-Living-Adjustment (COLA) authorized by the Tentative Agreements for a successor Memorandum of Understanding (MOU) with the Murrieta General Employees’ Association (MGEA) and the Murrieta Supervisors’ Association (MSA). Additionally, it incorporates a 4% base pay adjustment to the compensation range for 24 unrepresented part-time classifications and a 5% base pay adjustment to the compensation range for the unrepresented part-time Public Safety Dispatcher II classification.

 

If adopted, the Pay Schedule will reflect pay ranges for all City positions, including full-time and part-time employees, effective September 8, 2024. The changes to the Pay Schedule are described in more detail below.

 

                     The addition of a compensation range for the part-time Library Specialist classification, which is recommended based on the library's need to cover evening and weekend hours of operation. This part-time position was included in the Budget Update approved by the City Council on August 20, 2024.

 

The proposed updates to the Pay Schedule reflect the following compensation adjustments that will be considered by the City Council on September 3, 2024, under separate agenda items:

 

                     Adjustments to the 26 classifications covered by the MSA to allow for a 4% base compensation COLA and an additional 1% equity adjustment to the Public Safety Dispatch Supervisor classification, subject to the City Council approval of the proposed Tentative Agreement for a successor MSA MOU for the period proposed July 1, 2024 - June 30, 2027. (Agenda Item No. 18).

                     Adjustments to the 47 classifications covered by the MGEA to allow for a 4% base compensation COLA and an additional 1% base compensation equity adjustment to the Public Safety Dispatcher I and II classifications and an additional 5% base compensation equity adjustment to the Building Inspector I classification, subject to the City Council approval of the proposed Tentative Agreement for a successor MGEA MOU for the period proposed July 1, 2024 - June 30, 2027. (Agenda Item No. 17).

 

The proposed updates to the Pay Schedule reflect the following compensation adjustments that have not been previously considered by the City Council:

 

                     A 4% base pay adjustment to the compensation range for 24 unrepresented part-time classifications and a 5% base pay adjustment to the compensation range for the unrepresented part-time Public Safety Dispatcher II classifications. This is recommended for internal equity so part-time pay stays aligned with the hourly rate of the full-time classifications receiving a COLA.

                     A 6.5% base pay adjustment to the compensation range of the Building Official classification, which is recommended as a market equity adjustment and to accommodate the addition of further responsibilities to this role.

 

FISCAL IMPACT

For Fiscal Year (FY) 2024/25, the fiscal impact of amending the Pay Schedule for the classifications covered by MSA is $134,951, $388,814 for the classifications covered by MGEA, and $30,951 for the proposed adjustments to the unrepresented part-time-classifications. The updated compensation for the MSA and MGEA classifications was included in the Budget Update approved by City Council on August 20, 2024. The updated compensation for the unrepresented part-time classifications will be incorporated into the FY 2024/25 Operating Budget during a future Budget Update.
