PRIOR ACTION/VOTE

On October 1, 2019, the City Council adopted Resolution 19-4160, approving an agreement between the City and Forensic Nurses of SoCal, Inc. for forensic Sexual Assault Response Team (SART) examinations (Vote: 4-0).

On June 1, 2021, the City Council adopted Resolution 21-4399, approving the first amendment between the City and Forensic Nurses of SoCal, Inc. for forensic SART examinations (Vote: 5-0).

CITY COUNCIL GOAL

Provide a high level of innovative public safety.

BACKGROUND

When the Police Department investigates cases of sexual assault, often a specialized forensic examination of victims is needed for the collection of necessary evidence used in the criminal prosecution of the case. These examinations are conducted by specially trained Sexual Assault Response Team (SART) medical staff in a local, private, and secure place.

On July 1, 2019, the City of Murrieta entered into a three-year agreement with Forensic Nursing of SoCal, Inc. for SART examinations for a not to exceed amount of $90,000.

On June 1, 2021, the City Council approved the first amendment extending this agreement through June 30, 2024, and increasing the not to exceed amount to $300,000.

In July 2024, the City approved an exemption from the bidding process, allowing services to continue while a new five-year agreement was negotiated. The expenditure limit under this exemption has now been reached, and an agreement acceptable to both parties has been finalized.

This agreement is now being presented to the City Council for approval to ensure the continuation of these critical services for an additional five (5) years, with the same not to exceed amount of $300,000.

FISCAL IMPACT

The total fiscal impact for the five-year agreement is $300,000. Funding is available in the  Fiscal Year 2024/25 Operating Budget account number 1103180-60480 for SART services. Funding for the remaining fiscal years will be requested as part of the biennial budget process.
