body
BACKGROUND
The City received a request from a resident within the Meadowlark community regarding safety concerns along Hunter Road near its western terminus, specifically between Golden Eagle Avenue and Rainbow Drive. The resident requested City’s evaluation and feedback on the following:
• Extending existing roadway striping, including bicycle lanes, along Hunter Road west of Rainbow Drive.
• Addressing sight distance limitations at the intersection of Hunter Road and Mockingbird Avenue, including consideration of all-way stop control.
Striping Extension
Hunter Road is classified in the General Plan as a 44-foot-wide collector street consisting of two travel lanes, a two-way left turn lane and bike lanes between Rainbow Drive to Winchester Road. The existing roadway striping ends at Rainbow Drive. Bike lanes are not currently classified west of Rainbow Drive in the City’s General Plan Circulation Element. However, the General Plan update (currently underway) proposes to extend Class II bike lanes to the western terminus of Hunter Road. Upon City Council approval of this update, appropriate signage and striping will be installed.
In the interim, staff proposes to extend the existing two-way-left turn lane on Hunter Road to Golden Eagle Avenue and implement parking restrictions to preserve roadway width for future bike lane installation.
Sight Distance Concerns
Engineering staff conducted a sight distance evaluation at the intersection of Hunter Road and Mockingbird Avenue. The analysis determined that an existing fence and wall restrict visibility for approaching motorists. To address these conditions, staff recommends installation of all-way stop control at this intersection.
The installation of all-way stop control is based on national and state standards outlined in the California Manual on Uniform Traffic Control Devices (CA MUTCD). In general, all-way stops are installed where:
• The volume of traffic on the intersecting roads are approximately equal.
• There is a documented history of collisions; and/or
• Sight distance limitations create unsafe conditions.
Based on the evaluation, staff recommends installing an all-way stop at the intersection of Hunter Road and Mockingbird Avenue, extending the existing two-way-left-turn lane striping and restricting parking through to Golden Eagle Avenue to facilitate future bike lane striping.
FISCAL IMPACT
The proposed striping and signage improvements are expected to cost $22,400. Funding is available in the City’s Neighborhood Traffic Management Program (NTMP), CIP No. 8430 and will utilize Measure A and Gas Tax funds.
