Accept the public improvements for the City Hall Roof Repair Project, Capital Improvement Project No. 10027; and
Authorize the City Clerk to record a Notice of Completion and release bonds in accordance with State law and City ordinances.

PRIOR ACTION/VOTE
On April 1, 2025, the City Council awarded the construction contract for the City Hall Roof Repair Project, Capital Improvement Project No. 10027, to Hi-top Roof, Inc., for $155,000, plus a 15% contingency (Vote: 5-0).

DISCUSSION
The City Hall roof was over 17 years old and showed signs of long-term wear and tear. Industry standards suggest replacing the roof every 12-20 years. A Fluid-Applied Roofing System was selected for the project to provide a seal against water intrusion and improve energy efficiency.The process involved making repairs to the roof surface and applying several layers of a liquid silicone membrane directly onto the existing roof surface. This method creates a seamless, waterproof layer that protects the roof without requiring a complete removal and replacement of the existing roof.
The project started on July 14, 2025, and construction was substantially completed on July 28, 2025. One (1) contract change order was issued on the project, totaling $13,497, or 8.7% of the original contract amount. The approved changes were to address unanticipated roofing damage and repairs.
Staff has inspected the improvements and found them to be satisfactory, and recommends formal acceptance by the City Council.
FISCAL IMPACT
None. Capital Improvement Project No. 10027 will be fully reconciled, and staff will update the Capital Improvement Plan accordingly.
