ABSTRACT
The City Council held a public hearing on April 21, 2026, to consider entering into a Development Agreement between the City and French Valley Crossings, LP, a California limited partnership and Phelan Service Station, LP a California limited partnership for the development of a +/- 37,800 square foot shopping center on a 10-acre property approved in 2018 (Project). The Development Agreement would extend the Project’s approval period for an additional 10 years. Otherwise, the Project would expire on September 9, 2026.

Conduct the second reading and adopt Ordinance No. 631-26 entitled: An Uncodified Ordinance of the City Council of the City of Murrieta, California, Approving a Development Agreement with French Valley Crossings, LP and Phelan Service Station, LP to extend the entitlements for the Development of a Commercial Shopping Center at the Southwest Corner of Winchester Road (Highway 79) and Clinton Keith Road (Development Agreement).

PRIOR ACTION/VOTE
On April 21, 2026, the City Council conducted the first reading and introduced Ordinance No. 631-26 (Vote: 5-0).
STRATEGIC ALIGNMENT
This item aligns with the City Council goal to: aggressively pursue economic development relating to an administrative priority. The approved shopping center could not be constructed without further extensive processing delays without the proposed Development Agreement.
DISCUSSION
The shopping center consists of +/- 37,900 square feet on an +/- 10-acre parcel. The Project will expire on September 9, 2026, unless the Development Agreement is approved through the second reading of Ordinance 631-26.
PUBLIC NOTICING
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
CEQA AND REGULATORY OVERVIEW
At its meeting of April 21, 2026, the City Council determined that the proposed Development Agreement was in compliance with the provisions of the California Environmental Quality Act (CEQA) Guidelines, Section 15162, and that no further analysis was required under CEQA in connection with the approval of the Development Agreement.
FISCAL IMPACT
There is no fiscal impact related to the second reading of Ordinance No. 631-26. Development of a new shopping center will eventually generate property and sales-tax revenue that can be used to fund City services and facilities.
