Approve the allocation of grant funding and amend the Fiscal Year 2024/25 Budget to include the revenue and projected expenditure of State grant funding awarded to the City.

BACKGROUND
On September 14, 2024, the City of Murrieta (City) was notified by the California Department of Resources and Recovery (CalRecycle) of grant funding available for implementation, capacity planning, procurement, and other activities related to SB 1383 (Short-Lived Climate Pollutants) legislation. SB 1383 is landmark legislation enacted in 2016 that requires all cities throughout the State to implement the diversion of organic materials and reduce food waste from commercial food generators away from landfills. The total amount set aside for the City based on population was $199,216. CalRecycle subsequently amended its allocations based on participating agencies and increased the City’s allocation of grant funding to $292,904.
The City worked with CalRecycle to program the funding as follows:

Some notable components of the allocated funding are the purchase of kitchen pails to provide at no cost to residents to encourage the use of their green compost bins for food waste, an expanded education and outreach campaign, dedicated funds for procurement of compost or mulch materials for use by the City, residents, and businesses, and funding for participation of the second year of the Western Riverside Council of Governments (WRCOG) Edible Food Recovery program.
Additionally, the City receives annual grant funding through CalRecycle’s City/County Payment program. The State sets aside $10.5 million in funding available to all cities and counties. The City was eligible to receive $27,828. This funding is meant for activities related to beverage container recycling with the goal of encouraging appropriate disposal and recycling of existing plastic, glass, and aluminum containers. The proposed expenditures approved by CalRecycle are below:

The City has two years to expend both grants from the grant award date. The allocation of program funding will enable the city to effectively educate, inform, and provide resources to support environmental programs without directly impacting the general fund. Furthermore, the funding from both programs will help the City meet State mandates while aligning with the City’s long-term environmental goals.
FISCAL IMPACT
There is no impact on the City’s general fund. SB 1383 funding will be allocated in 353010-42221 50159353-42221 and expended from 35530010-60000 50159353-60000. The City/County payment grant will continue to be allocated to existing funding accounts.
