PRIOR ACTION/VOTE
On June 18, 2024, the City Council adopted Resolution Nos. 24-4763, calling for the holding of a General Municipal Election; 24-4764 requesting that the Board of Supervisors of Riverside County consolidate the City's General Municipal Election with the Statewide General Election; and 24-4765 adopting regulations for candidates for elective office and candidate statements to be submitted to the voters at the consolidated General Municipal Election (Vote: 5-0).

BACKGROUND
In 2004, the City Council adopted Ordinance No. 295-04, providing for municipal elections to be held on the first Tuesday following the first Monday in November of even-numbered years. In 2017, the City Council adopted Ordinance No. 522-17, changing the City Council voting system from at-large to by-district. As a result, the City of Murrieta (City) staggers the City Council Member districts such that either two or three districts have an election each election cycle.
On June 18, 2024, pursuant to provisions under State law, the City Council adopted resolutions calling the November 5, 2024, General Municipal Election (Election) for District Nos. 3 and 4, for a full term of four years, requesting consolidation with the County of Riverside and adopting regulations for candidate statements.
On November 5, 2024, the Election for District Nos. 3 and 4, were conducted. The Riverside County Registrar of Voters (ROV) has concluded canvassing the returns and has certified the Election results. The final official Election results specific to Murrieta are provided as Exhibit 1 to Resolution No. 24-4802.
California Elections Code §10262(b) requires the City Council to certify the Election results no later than the next regularly scheduled City Council meeting following the ROVs' final canvass of the returns. Additionally, California Elections Code §10263 requires that, upon completion of the canvass and before installation of the new officers, the governing body shall adopt a resolution reciting the facts of the election and declare elected the persons for whom the highest numbers of votes were cast for each office. Therefore, the City Clerk is submitting Resolution No. 24-4802 for adoption as required by law.
The election for City Council District Nos. 1, 2, and 5 will be in November 2026.
FISCAL IMPACT
A budget of $120,000 is available for the City Clerk's Department in the Fiscal Year 2024/25 Operating Budget for Election Services in General ledger account number 1102400-63520.
The ROV anticipates providing the invoice for election services to the City by January 2025. If necessary, the City Clerk will return to the City Council with a budget increase request after receiving the final invoice in 2025.
